The primary purpose of this position is to serve as Law Office Manager and provide extensive paralegal and technical support services for the assigned areas of responsibility to include federal labor and employment law, environmental law, contract law and general legal services as well as assistance in research, administrative and office automation services to support the Staff Judge Advocate (SJA) (Active Duty) in supporting Westover ARB, MA, and Niagra Falls ARS, NY.
Provides paralegal assistance to unit attorney(s) in the preparation/development of cases involving representation of the agency in a variety of venues such as MSPB appeals, EEO cases, cases involving grievances and other labor relations issues.
Conducts legal research utilizing statutory and regulatory material and computer research in connection with cases in progress to include environmental issues.
Serves as Law Office Manager. Provides assistance to customers, organizations, other legal offices, case representatives or courts.
Assists with the administration of the Wing Ethics Training Program and the Confidential Financial Disclosure Report (OGE-450) Program.
Occasional travel - You may be expected to travel for this position.

Employee uses varied/advanced functions of word processing software to create, format, modify, edit and print a variety of legal documents, letters, reports memos, and other textual documents involving legal terminology.
Terminology to include depositions, legal opinions, memoranda, legal briefs, contracts, appeal decisions, and citations.
Disclosure of Political Appointments.
May occasionally be required to work other than normal duty hours to support unit mission and/or provide training to reservists.
Work may occasionally require travel away from the normal duty station, employee may be required to fly in commercial or military aircraft in performance of TDY.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience at the GS-07 grade level or higher or equivalent in other pay systems. Examples of specialized experience include: 1) Knowledge of claims regulations, policies, procedures, and processes sufficient to perform extensive research and investigation of records, precedents, and historical evidence necessary to resolve conflicting information. 2) Analyzing issues of fact and issues of law while utilizing knowledge of rules of court procedure and evidence to prepare draft briefs, digests of case decisions, other litigation papers, and advisory opinions for attorney review. 3) Knowledge of the criminal justice system, and general operations of law enforcement and prosecution agencies.
EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. This education must have been in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Legal and administrative knowledge in performing responsible paralegal and technical assignments, to include but not limited to MSPB and Equal Employment Opportunity Commission (EEOC) Rules of Procedure and decisions. Knowledge of statutory and regulatory exclusions that apply to both FOIA and PA.
2. Knowledge of principles and techniques of legal research, familiarity with general legal materials, and proficiency in the use of such knowledge.
3. Proficiency in application of legal knowledge. Skill in interpreting, explaining and presenting findings and conclusions relevant to case or situation.
4. Ability to plan, organize and prioritize assignments, establish schedules and milestone in managing programs, and exercise a high degree of responsible initiative. Ability to independently research, interpret, analyze, investigate and define facts in legal documents and apply to case preparation. Ability to perform computer-based legal research using sources such as Westlaw and Lexis-Nexis. Ability to communicate effectively both orally and in writing.
5. Skill and ability to use personal computer and associated office software.
6. Ability to maintain effective working relationships in include interface with high-ranking officials, both inside and outside the Wing is critical.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
