The Test Engineering Manager reports directly to the Director of Production Operations and supervises test engineers and test technicians and is responsible and accountable for testing, to the highest level of test standards and integrity, including Qualification/Reliability/First Article Testing and Production testing of components, subassemblies, assemblies and systems in accordance with formal In-Process Test (IPT) procedures and Acceptance Test Procedures (ATP). The Test Engineering Manager is also responsible and accountable for the development of production test procedures and the design and fabrication of any special test equipment (STE) and fixtures in support of development and production testing.

Manage and supervise test engineers and test technicians in the Test Engineering organization
Prepare capacity resource plans and status. Coordinate with Program Managers to staff programs appropriately.
Responsibility for any Bid and Proposal support requiring test write-ups and cost estimating
Establish and measure metrics for the test department to measure and control test integrity, productivity and efficiency.
Coordinate with Quality Assurance to ensure that all special test equipment is calibrated in order to support test demand.
Ensure Test personnel competency levels by conducting regular training on test engineering topics. Annual test personnel performance evaluations are to be made by the Test Manager.
Responsible for interfacing with the Program Managers and provide any updates to test labor hours and Other Direct Costs to support program requirements. The manager shall manage the allocated budgets for the test department.
Attend and participate in Engineering design reviews to contribute to the understanding of test requirements and to support the development of test procedures prepared by Engineering, and the overall testability of new product designs.
On an annual basis, the Test Manager shall be responsible for preparing capital test equipment requests with appropriate costs and application justification.

Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)
Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations, Salary Reviews, Succession Planning, etc.
Responsible for leadership oversight and for ensuring Department/Team training

Have a minimum of a Bachelors degree in engineering or science
Over 10 years experience in developing test procedures and test methods with managerial experience is required
Experienced with Systems Integration, Systems Engineering, and Environmental testing
Possible travel up to 25%
Manage resources with people skills to promote efficiency and productivity in the department
Thorough technical understanding of testing methodologies
Ability to prepare complex test procedures with a test equipment design background
Experience and familiarity showing compliance to the requirements of 14 CFR Part 23, Part 25, and MIL-HDBK-516C.

This position requires the ability to obtain and maintain a Secret U.S. Security Clearance. U.S. Citizenship status is required as this position needs to obtain U.S. Security Clearance for employment. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement
