Chief Financial Officer

Position Summary:
The Chief Financial Officer will provide strategic financial leadership, managing the day-to day accounting & finance functions of the organization, serve as a member of Community Health Alliance Leadership Team, and support the CEO, Board of Directors, and partner organizations. S/he will have demonstrated talent and experience creating and driving an analytic framework for planning, evaluating and managing organizational change in a rapidly growing non-profit. Duties and Responsibilities:
Develop and manage the accounting system to provide accurate and timely information used for decision making and reporting.
Identify, acquire and implement systems and/or software to provide critical financial and operational information.
Evaluate departments and make suggestions for automating processes and increasing working efficiency.
Develop and maintain internal auditing procedures to ensure compliance with organizational policy and assess the effectiveness of management controls.
Design and manage systems, processes and procedures for handling cash receipts and disbursements ensuring segregation of duties.
Monitor, direct, analyze and convey financial performance to the CEO.
Make program and policy recommendations to the CEO.
Establish cost standards and measure cost effectiveness of various program activities.
Assure efficient billing, coding and collection systems.
Ensure third-party revenue maximization by establishing competitive fee schedules for dental and medical services.
Develop the organization’s annual budget in conjunction with the CEO.
Develop long-range budgets, including capital expenditure budgets.
Direct organization in short-term and long-term strategic planning and implementation.
Provide direct support to CEO with routine business and financial administration and management tasks.
Assure compliance with all regulatory and compliance matters and manage all legal and contractual matters in accordance with current laws, rules, regulations, and standards.
Establish a highly effective method of communicating with all organizational departments creating an organizational environment of professionalism and respect.
Prepare periodic financial statements and statistical reports.
Collaborate with Human Resources on employee benefits strategies, including the health plan, ancillary insurance plans, 403 (b) and paid time off.
Oversee the activities of the accounting department for the accurate and timely dissemination of financial management reports.
Partner with senior leadership to enhance and better integrate operations, finance, HR, and IT functions.
Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures.
Coordinate all audit activity.
Consistently analyze financial data and present financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, and annual financial statements; monitor progress and changes keeping senior leadership abreast of Community Health Alliance financial status.

Qualifications:
The successful candidate will have a degree in Business, Accounting or a related area, ten years management experience and a CPA.
