Responsibilities:
The Program Officer I provides technical assistance and support to the LINKAGES team, including program management, administrative and technical support related to the roll-out of the Program Optimization initiative, backstopping support to assigned countries and administrative support to the Project Director.

Specific responsibilities include:
Program Optimization Support:
Provides program management support such as developing and managing consultant agreements and sub awards, coordinating travel arrangements, organizing workshop logistics and monitoring program activities.
Reviews and facilitates travel arrangements and expense reports for consultants and the Project Director, coordination with Finance and Travel teams.
Manages the subaward/grants tracker for the project.
Coordinates monthly LINKAGES all staff meetings, USAID meetings, advisory board and working group meetings, including meeting logistics and recording of minutes.
Coordinate reviews of country quarterly reports to ensure high quality products for submission to donor
Coordinates specific program activities including regional and global workshops.
Collects, complies and analyzes information relevant to the program to produce technical reports, posters and technical briefs.
Assists with developing budgets, managing grants, project materials, and information.
Documents and shares project accomplishments, challenges, and lessons learned among internal and external partners.
Serves as the liaison for internal units, such as finance, contracts, centers, etc.
Supports program/project teams administratively and technically to provide high quality deliverables to clients.
Provides additional program management support to special initiatives as needed.

Core Support:
Provide support to technical and program teams as needed.
Organize the bi-weekly technical team meetings.
Provides support by writing, reviewing, editing and coordinating the finalization and translation of reports, guidance, literature reviews, and other documents as needed.
Writes and coordinates the finalization of the Core quarterly report.
Provides program support for other technical areas and initiatives, such as cascade assessments, workshops, and procurements.
Manage consultancies by administering contracts and processing invoices.
Provide support as needed for proposal writing.
Provide ad hoc support to technical and program teams as needed.

Qualifications:
  • Bachelor's Degree or its international equivalent in communications, health, behavioral, life, or social sciences, international development, or a related field.
  • A minimum of 2 years’ experience with public health program management, US Government rules and regulations.
  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
  • Must be able to read, write, and speak fluent English. French and/or Portuguese language skills a plus.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Prior experience using Microsoft Office Suite preferred.
