The Children & Youth Program Office Administrator provides leadership for the County’s child welfare services office. Responsibilities include administration and oversight of operational, programmatic, budgetary and direct service functions to assure statutory and regulatory compliance as well as to implement best practices that assure that families are able to keep children safe and meet their needs, including the need for a permanent family. This is accomplished through delivery of direct services and an array of community provider agencies via service contracts.
Directs annual agency budgetary development, management and monitoring process and procedures. Applies historical analysis of expenditures and revenues, analysis of service trends and needs, and continual enforcement of cost control measures to maximize services while maintaining minimum share of County expenditures. Assures grant and revenue management and monitoring to maximize State and Federal reimbursement of funds and continuation of funding for special programs. Responsible for compliance with all related policies and procedures for documentation of operating expenses and budget reporting.
Oversees development of County Child Welfare budget for three county departments, including Children and Youth, Juvenile Probation and the Youth Center. Assures optimal levels of State and Federal revenues to achieve highest return on County expenditures through maximal utilization of State and Federal revenues available. Submits budgetary projections and documentation of need to State Department of Public Welfare and County Commissioners and maintains reporting on a quarterly basis.
Provides support to deputy administrators and upper level managers that assist over 13,000 families annually. Responsible for agency compliance with all state and federal statutory and regulative requirements. Participates in case reviews of complex cases involving legal/clinical issues, establishing internal policy and procedures for all agency staff and insuring adequate staff training and development.
Oversees all personnel administration, including interviewing prospective job applicants, decision-making on hiring, terminations, promotions, leaves and other actions, and administration of corrective and disciplinary action. Approves development and revision of internal personnel policy and procedures. Implements performance evaluations and performance objectives process. Responsible for management of total budgeted agency staff of 158, most of whom hold professional positions.
Effective personnel administration is essential to accomplishment of agency mission of delivery of quality child welfare services in Montgomery County. Maintaining high proportions of filled staff positions, and job satisfaction is essential to sustaining employment of experience staff and recruiting quality job applicants to fill vacant positions at all levels of the organizational hierarchy.
Assures quality programs and effective service array delivered in-house or through approximately 100 contracted provider agencies that support agency responsibilities. Participates in contract process for all Children and Youth services and, as appropriate, for jointly utilized (OCY and JPO) child direct and placement services vendor agencies. New contracts are established, as needed, through the year. Quality service reviews are held periodically.
Meets with a wide variety of lay and professional groups and organizations related to child welfare functions, to promote collaboration in meeting the needs of County children and families. Participates in regional and statewide workgroups and advisory groups to implement statutes and new initiatives, to analyze systemic issues and advise on best practice implementation.
Administrates development of various planning activities, annual Needs-Based Plan and Budget and data evaluation, trend analysis and reporting for budgetary, performance and program planning purposes. Documents community needs through information gathering, analysis and application to administrative evaluation. Documents effectiveness and efficiency of service delivery to County residents and proposed plans for best practices.
Interfaces with County Solicitor’s Office staff assigned to provide departmental representation under a variety of circumstances including but not limited to Dependency and Orphans Court proceedings, personnel matters, purchase of service contracts. Coordinates departmental Legal Team activities consisting of assigned Assistant Solicitors, paralegals and legal secretary. Works with all administrative branches of the Court of Common Pleas regarding matters impacting children and their families. Participates on statewide workgroups and committees related to compliance with statutes, rules of court and best practices. Coordinates training for legal team members.
Collaborates with other County departments involved in development of human services planning and service delivery. Interfaces with vendor agencies, community organizations and consumers in strategic planning activities and coordination of resources to meet public expectations and needs. Coordinates resources included in strategic planning and service delivery to meet goals and objectives for the County’s human services system.
ELIGIBILITY ALL CANDIDATES
MINIMUM EXPERIENCE AND TRAINING:
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of practice and principles of public administration and human services administration
Knowledge of child welfare system practice and principles, and application to public and private agencies and institutions
Knowledge of statues, principles and practice related to personnel administration and management
Knowledge of principles and practice of business administration
Ability to gather, correlate and evaluate information and to devise solutions to administrative problems
Ability to collect, correlate and evaluate administrative problems and procedures and to use data in strategic planning
Ability to establish and maintain effective working relationships with all levels of agency staff, other administrative officials, the professional community and the general public
Ability to clearly and concisely express ideas and information, orally and in writing
Knowledge of specific social, economic and health problems affecting children and families and available resources related to child welfare service delivery
Ability to exercise judgment and discretion in interpreting and implementing agency, County, State and Federal policies and procedures
Knowledge of current and proposed statutory governing provision of services to children, youth and families and awareness of proposed initiatives for service delivery
Leadership abilities to support continued staff development, to initiate change and motivate staff to adopt and implement new ideas
Knowledge of County level trends and needs
Mediation and negotiation skills
MINIMUM EXPERIENCE AND TRAINING:
Masters level degree in Human Services, Social Work, or Public Administration, supplemented by a minimum of ten years of experience in a large public child welfare agency which includes substantial background in budget, personnel and program administration.
This position is subject to mandates requiring Child Abuse, Criminal History, and FBI Clearances for employment.
Pennsylvania residency is a requirement for this position.

Ability to travel throughout County, Region and State approximately 20% of the time. Must work after regular work hours 25% of the time and be available to attend special evening and weekend events and meetings.
Must have automobile in good working condition with Pennsylvania driver’s license and adequate insurance coverage.
