In the MET Functional Specialist/Advisor (Level 4) position, your duties include:

Performing oversight and management of overall MET project/program activities & resources
Assessing current business processes related to the system and recommending changes if needed
Creating/preparing plans, integrated schedules, and resource estimates using established project management standards
Providing direction and guidance in creation of plans, policies, and procedures in support of the program
Providing technical support for meetings, conferences, teleconferences, video teleconferences, and multimedia projects supporting communication and strategic objectives of the office relating to publication of the MET tool
Planning, executing, directing, and editing multimedia project productions in support of government customer task requirements and strategic objectives
Providing program management expertise and assistance in creation/ implementation/maintenance of the MET program
Assisting in creating and implementing travel, training, and conference policies, processes, and procedures to enable new modules and ensure mission continuity
Assisting in directing the development of an integrated, resource-loaded schedule detailing implementation of the MET for the Agency
Providing program management expertise to the MET developers and NGA key components for coordination of program reviews, facilitation of sessions with staff, and communication with stakeholders
Assisting in directing the development and documentation of an Agency-level communication strategy, process, and plan
Assisting in conducting outreach activities associated with travel, training and conferences as well as any new modules
Assisting in directing the development of a set of communication tools to promote, educate, foster, and articulate the MET to the NGA workforce
Assisting in creating and providing a training plan for pertinent NGA personnel
Assisting in developing/implementing/maintaining a Change Management Board (CMB) for NGA key component
Soliciting Directorates for feedback on their requirements, suggestions, and ongoing issues and facilitate the CMB
Managing all pre-work and post-work for the CMB. Gather actions items and prepare follow-up as needed
Facilitating requirements meeting and technical exchanges with the client, developers, users, and stakeholders
Gathering, recommending and managing the requirements for MET collaboratively with the D KC MET Team
Testing MET to ensure requirements have been fulfilled. Working with developers to address inconsistencies with system and requirements. Continuing to test functionality on an as-needed basis to ensure the integrity of the system
Managing the Agency MET Team email box to troubleshoot issues, educate users on common questions, and conduct functions as an Agency MET Admin and/or KC MET Admin. Answering questions via phone and in person for technical support
Conducting user training for all NGA personnel (basic, approvers, Directorate Administrators, Budget POC, etc.) and assisting with maintenance and/or production of training guides. Providing ad-hoc desk side training as needed
Gathering system metrics, user metrics, and business process metrics as-needed for continual improvement and efficiency assessment
Mandatory Qualifications (Education, Certifications, Experience, Skills)
TS/SCI clearance with CI poly
At least 24 months demonstrated experience in leading Agency-wide training and outreach programs
At least 24 months demonstrated experience in the development, implementation, and maintenance of a change management process
11-14 years of experience
Bachelor’s Degree or equivalent experience within related field
