Department Summary:
MITRE is dedicated to solving problems that provide safety, security, and economic prosperity for all individuals and American businesses. MITRE is a seeking specialized space science expert that possess expertise in space and spectrum capabilities to support a diverse portfolio of sponsors within the Treasury, Economics, and Commerce Division. This position will primarily support MITRE’s growing space and spectrum engagements with the U.S. Department of Commerce.
Roles and Responsibilities:

Apply deep technical understanding of space and spectrum domain to multiple projects critical to the safety of the nation’s infrastructure.

Assist with the formulation and management of MITRE’s TEC Division space and spectrum strategy
-
Develop close working relationships with sponsors and sponsor stakeholders, with the goal of being a trusted advisor for sponsor organizations including the National Oceanic and Atmospheric Administration (NOAA), National Telecommunication and Information Administration (NTIA), National Institute of Standards and Technology (NIST); and National Aeronautics and Space Administration (NASA).

Manage a collection of projects and supporting teams related to commercial space, space weather, space situational awareness, spectrum sharing and modernization, radio frequency engineering, satellite systems’ design and operation, standards, and related economic policies.

Apply systems engineering program/project management expertise across projects. Areas of focus may include: CONOPS, requirements, software development, acquisition strategies, DevSecOps, network and/or cloud architecture.

Responsible for team management, deliverables, staffing, budgeting of multiple projects simultaneously.

Provided technical and strategic FFRDC guidance to Commerce sponsors.
-
Broaden the aperture of MITRE’s FFRDC offerings to existing and new Commerce sponsors.

Leverage deep knowledge of Commerce bureaus and their programs supporting space and spectrum activities to Identify and shape the technical direction of the work program and anticipate future government challenges.

Energize an established network with Commerce stakeholders to identify the best strategic opportunities to collaborate and partner with Commerce and other technical experts inside and outside of MITRE.
This position will work with or lead a multidisciplinary team to provide technical expertise with senior level government officials on the critical challenges and solutions influencing the operations and growth of the US economy.
Minimum Qualifications:

Typically requires a minimum of 10 years of related experience with a Bachelor’s degree; or 8 years and a Master’s degree; or a PhD with 5 years’ experience; or equivalent combination of related education and work experience.

Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information or applicants who are eligible for security clearances.

At least 8-10 years of in space, satellite and spectrum systems and related segments (e.g., ground segment) that guide space weather science, environmental issues, and enables safe commercial operations.

5-10 years’ expertise in spectrum and 5G-related capabilities that would inform how the US improves economic growth.
- Ability to communicate and synthesize complex requirements that enable organizational and technical decision making and inform policy.

Ability to identify, form and support both domestic and international partnerships.

Systems engineering experience in the development of requirements for verification and validation.
-
Experience in performing independent assessments to inform strategic decision making.

Ability to manage and lead tasks to meet expected customer and sponsor outcomes.

Recognized as technical leader among peers.

Self-starter dedicated to quality.

Preferred Qualifications:

Master’s degree preferred with at least 8-years of related experience or PhD/PhD candidates with 5 years’ experience, or equivalent combination of related education, such as Aerospace, Space Engineering, or Physics and work experience.
