Performs high-level, professional, administrative and/or consultative work requiring highly specialized program or project management knowledge. Work involves the establishment of goals, objectives, guidelines, procedures, schedules, priorities and/or methods for achieving program or project goals and coordination of activities with other internal work units and external organizations. Reports the Customer Service Section Manager in the Toll Operations Division. Work requires extensive contact with high-level executives and governmental agencies. Employees at this level are virtually self-supervising and assume direct accountability for the work product.


The essential duties for this job include:
Develops or oversees the development of contract requirements or specifications in support of programs or projects.
Serves as a lead worker.
Represents the Department and participates on interagency groups, technical committees or special task force groups.
Conducts program or project analyses and develops and recommends solutions/methods to increase productivity/efficiency
and/or streamline operations.
Evaluates the statistical data and interprets results; prepares reports on program and/or project activities.
Interprets and disseminates legislative information and/or prepares operational and financial impact analyses of legislative proposals.
Monitors and reviews Customer Service Centers (CSCs) and Toll Operations performance.
Prepares and presents information on various programs, projects and activities to executives, departmental staff and/or at professional meetings, seminars and conferences.
Serves as point of contact and/or liaison for programs or special projects with other departmental staff, governmental entities and/or the public.

This job requires the following:
Bachelor's Degree in Accounting, Finance or Business Administration
Work Experience

This job requires the following:
5 years in Business Analysis, Project or Program Administration.
Experience can be satisfied by fulltime or prorated parttime equivalent.
No supervisory experience required.
Relevant experience may be substituted for education on a year per year basis.
