DEFINITION
The Assistant Treasurer is responsible for assisting the Treasurer with the
processing and deposit of, investment of, custody of and disbursement of all town funds. This
includes managing cash flow that includes the structuring and borrowing for short and long-term debt, processing weekly payroll (including personnel processing) and accounts payable. The Assistant Treasurer will also assist in the managing all tax title accounts and perform a multitude of report generation and processing in accordance with local By-Laws, State and Federal regulations. The employee is required to work independently and take the place of, and perform all legal functions of the Treasurer in his or her absence. The Assistant Treasurer is supervised by the Town Treasurer.
ESSENTIAL FUNCTIONS
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
· Preparing timely and accurate daily bank deposits and daily closing/reporting of all receipts and all deposits of other departments. Prepare, balance and report turnovers for multiple departments. Responsible for monies transfer.
· Help manage the custody of all funds belonging to the town including intake, deposit, and distribution of payroll and payables
· Process weekly, bi-weekly and monthly payrolls including all functions of personnel management required to support
· Provide extensive customer service to the public, residents, taxpayers, attorneys, tax service, and bank representatives via telephone, email and in person.
· Monitor Cash flow to insure there are sufficient funds to cover all obligations
· Assist with the management of investments
· Assist in all audits and monthly cash reconciliation
· Ensures all payments, abatements and refunds are posted properly. Processes refunds and adjustments for overpayments and abatements. Reconcile all accounts;
· Manages and pays teacher’s retirement; manages and pays insurance bills and deductions;
· Prints checks, match to warrant and mail;
· Assisting in developing and enforcing internal financial controls and procedures to safeguard town funds.
· Providing assistance to residents and vendors with inquiries related to tax payments, payroll, and town finances.
· Help with the management of the employee benefits program
· Maintaining records of tax delinquencies and coordinating with the Treasurer to address unpaid taxes.
· Plans, organizes, directs and participates in the application of tax title foreclosure procedures as established by State law and internal directives.
· Acts in the capacity of the Treasurer/Collector in their absence. Assists other departments with the duties of vacant positions/new employees.
· Performs other related job duties as required.
SUPERVISION RECEIVED
Under general direction, employee plans and prioritizes the work independently, in accordance with standard practices and previous training. Employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines, and priorities. Technical and policy problems or changes in procedures are discussed with supervisor.
SUPERVISION EXERCISED
The employee, as a regular and continuing part of the job, leads other workers in accomplishing assigned work and also performs non-supervisory work that is usually of the same kind and levels as is done by the group led. The employee provides training to new employees; reports to the supervisor on disciplinary problems, performance, and training needs of employees; resolves simple, informal complaints of employees and refers others to the supervisor; and may approve leave for a few hours or for emergencies.
JUDGMENT AND COMPLEXITY
The work requires examining, analyzing, and evaluating facts and circumstances surrounding individual problems, situations, or transactions and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, regulations, and precedents, which may be complex. Judgment is used in analyzing specific situations to determine appropriate actions. Requires understanding, interpreting, and applying federal, state, and local regulations.
NATURE AND PURPOSE OF CONTACTS
Relationships are constant with co-workers, vendors, the public, groups, and/or individuals, such as peers from other organizations and representatives of professional organizations. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance, including departmental practices, procedures, regulations, or guidelines. May be required to discuss controversial matters where tact is required to avoid friction and obtain cooperation.
BONDING AND CONFIDENTIALITY
The Assistant Treasurer must be bondable and the procurement
of a bond must happen immediately upon being hired. They will also have regular access to a
wide variety of confidential information in accordance with the State Public Records Law
including official employee personnel files and department records. Discretion and good
judgement by the Assistant Treasurer is a must.
EDUCATION AND EXPERIENCE
Requires a Bachelor’s degree in business, accounting, public administration or related work with
a minimum of 2 years of related experience; or an Associated Degree with an equivalent
combination of other relevant education and experience will be considered. Knowledge of Excel, municipal finance reporting and benefits administration is a plus. Knowledge of Zobrio and QDS software is a plus.
Certified Municipal Treasurer thru the Mass Treasurer/Collector Association is a preferred..
KNOWLEDGE, ABILITY, AND SKILLS
Knowledge of relevant Massachusetts General Laws related to essential functions.
Ability to multi-task. Ability to communicate effectively both orally and in writing. Ability to maintain good public relations and to maintain effective collaborative working relationships with Town departments, department heads, fellow employees, officials, and the general public, and to respond in a courteous and professional manner. Ability to meet deadlines. Ability to work independently.
Technical Skills:
Proficiency in municipal accounting software and financial management systems.
Strong understanding of financial reconciliations, auditing, and reporting processes.
Familiarity with tax collection processes and local/state government financial regulations.
WORK ENVIRONMENT
There is sitting for an extended period of time at the computer. The work
environment is busy and with frequent interruptions. There is a very friendly group of dedicated,
hard-working town officials and a professional manner is required at all times. Must be able to
stay calm and non-judgmental in some situations and be willing to listen to both sides of any
conflict. Due to the sensitive nature of some work, the Assistant Treasurer must be tactful when
involved in controversial matters. A strong working relationship with the Town Accountant and
their assistant is required.

Physical Skills
Minimal physical demands are required to perform most of the work. The work principally involves sitting, with intermittent periods of stooping, walking, and standing. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds.
Motor Skills
Duties require motor skills for activities such as moving objects and using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.
Visual Skills
Visual demands require routinely reading documents for general understanding and analytical purposes. Frequent computer use. Must be able to read paper documents, invoices, warrants, bills, ledgers, and other accounting documents.
