The Sr Manager of Gas Standards and Compliance is a key member of the Gas Delivery management team and change agent for the advancement of safety through our compliance and asset management efforts. The Sr Manager of Gas Standards and Compliance will provide leadership on special projects as assigned to ensure compliance with state and federal pipeline safety utility regulations and business planning efforts including CPS Energy’s Public Awareness, Damage Prevention, Operator Qualification, Distribution and Transmission Compliance programs.
Tasks and Responsibilities
Consult, influence and contribute to the development, management and implementation of Gas Delivery strategies and programs.
Ensures compliance with all applicable operational related regulations, codes and standards, and related reporting requirements (e.g., federal and state Department of Pipeline Safety, PHMSA and Railroad Commission of Texas)
Oversees the interpretation of and impact evaluation on upcoming changes or new state and federal natural gas pipeline safety and reporting regulations, and development and management of compliance based programs.
Provides guidance and leadership in the Gas Delivery budget and business planning processes and ongoing performance reporting.
Provide support and guidance to operational areas across business units to prepare them for state and federal regulatory audits and inspections as required and conducts internal audits and quality reviews.
Works with CPS Energy personnel for technical guidance as needed to implement industry best practices and emerging technologies to optimize safety, reliability and efficient gas operations procedures and standards relative to compliance.
Establishes and monitors work goals and objectives.
Coaches, provides feedback, and evaluates performance of staff and takes appropriate actions.
Collaborates with operations and engineering leaders throughout CPS Energy to communicate compliance metrics and performance drivers.
Minimum Knowledge and Abilities
At least two years leadership experience. May be through formal supervisory experience or informally. For example, by directing the work of a junior colleague, or through significant peer leadership experience.
Progressive experience in natural gas industry
Experience in developing and evaluating effective pipeline regulatory compliance programs and a detailed understanding of PHMSA/DOT 49 CFR Part 192 and applicable state regulations, and working knowledge of PHMSA/DOT referenced standards.
Knowledge of and experience with various Company, state, federal and industry codes and regulations.
Master’s degree in Business Administration, Finance, Accounting, or Economics.
PE, CPA, CFA, Project Management Professional (PMP), Six Sigma/LEAN, or other related certifications.
Exceptional business acumen.
Ability to articulate the business problem to be analyzed, quickly identify the critical elements of the problem, achieve a high quality answer in a timely fashion, and synthesize answers to resonate with decision makers.
Demonstrated capability with effectively communicating complex ideas and analysis verbally, in document format (e.g. MS Word), and in presentation format (e.g. MW PowerPoint) at the executive level.
Demonstrated track record of achievement, in professional and / or personal pursuits.
Excellent organizational, analytical, planning, multi-tasking, negotiation, problem-solving, verbal, written and communication skills.
Demonstrated ability to facilitate team building with employees across various disciplines and at all levels, including ability to engage people in productive activities without formal authority.

Working knowledge of the ISO 55001 standard.
Demonstrating Tenacity and Perseverance
Bachelor's Degree in Business Administration, Economics, Engineering, Math, Accounting, Finance, the Natural Sciences, or other quantitative field from an accredited university
