HJF is seeking a Program Manager III to oversee a collection of related/integrated projects that together support a long-term research initiative. This position strategically guides one or more project managers and related technical staff to ensure they are all working effectively toward the program’s stated objectives. Typically oversees moderate to highly complex scope of work.
This position will support the mission of the Transforming Technology for the Warfighter (TTW) Program in the Office of the Vice President for Research (VPR) at the Uniformed Services University (USUHS) in Bethesda, Maryland. This includes administrative and programmatic support of the public-private research partnerships between USU, HJF and other partners based in the Boston, Massachusetts area, to develop advanced technology for warfighters. This position focuses on providing administrative project oversight in order to maximize the effective use of project resources. Specific tasks include coordination of yearly In Progress Reviews (IPRs) request for proposal (RFP) submission, support of USU proposal peer review, financial performance analysis on subaward recipients, and coordination of collaborations between partner investigators and USU researchers.
The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners. HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.
Responsibilities:
- Provide direct administrative support to all aspects of the TTW program to include assisting the USU Assistant VP for Tech Research, financial oversight of TTW and management of subaward projects. Assist in financial management of TTW funds to ensure appropriate spending, budgeting and forecasting.

Help coordinate peer review of research proposals by USU VPR Scientific Review Unit personnel.

Subrecipient Management and Support:

Assist with submitting request for proposals to selected sub-recipient entities for specific funding announcements.

Coordinate communication of notice of award to selected sub-recipients.

Coordinate routine/recurring and emergent interactions with subrecipient(s).

Assist subrecipient with administration of activities located at USUHS.

Assist prospective subrecipient with proposal submission.

Assist with initiation, coordination and management of subaward agreements between HJF and partner award recipients for selected projects, to include help with appropriate budgeting, progress reporting, financial oversight, invoice approval by appropriate government representatives and subaward close- out.

Assist in the coordination of collaborative projects between USU Faculty and scientists at the partner institutions.

Coordinate the scheduling and any necessary travel for the Oversight Committee meetings, guest lecturers, IPRs, TTW kick -off meetings, seminars or workshops

May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role
Supervisory Responsibilities

Direct Supervisor: Direct authority to make decisions on the following: employee hiring, disciplinary action, starting salaries and merit increases; conduct employee performance evaluations and directs work activities.
Qualifications:
Education and Experience
-
Bachelor's degree required; Master’s degree preferred. Business Administration, Biochemistry, or Life Sciences field of study preferred.

Minimum of 9-10 year's experience required.
Required Knowledge, Skills and Abilities
-
In-depth knowledge of federal budget processes and fundamental principles of project management

Solid Interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems

Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines

Working knowledge of a variety of software including but not limited to Microsoft Office, proposal/project tracking, and data analysis software

Prior experiences in the life sciences strongly preferred

Ability to obtain and maintain a T1/Public Trust background check.
Licenses and Certifications

Project Management Professional (PMP) preferred.
Work Environment

This position will take place primarily in a office setting.
Compensation
-
The annual salary range for this position is $88,600-$130,000/year. Actual salary will be determined based on experience, education, etc.
