Summary: Oversees all governmental and legislative matters for Parkview Health, including identifying and tracking federal, state and/or local legislative and regulatory issues of importance to the organization. Collaborates with business unit executives and leaders to develop and implement government affairs strategies and plans. Researches and analyzes federal, state and local legislation, including health care regulatory changes. Develops action plans in response to legislation, laws, regulations and policy changes. Represents the organization at meetings with legislators and staff and/or government agency officials and staff. Fosters company relationships with key industry and trade associations. Works closely with outside lobbyists and legislative affairs professionals at federal, state and local levels, including frequent in-person visits to Indianapolis. Works closely with the Marketing Department and outside public relations professionals to address Parkview’s response to legislative matters. Ensures organizational compliance with applicable federal/state/local lobbying laws and reporting requirements. Also assists, as needed, with Parkview Health legal matters or other business matters, as assigned.

Education: Must have a Bachelors Degree and a Masters Degree or Juris Doctorate (J.D. preferred).

Licensure/Certification: Licensed to practice law in Indiana is helpful but not required.

Experience: Must have significant experience with healthcare law and must have a demonstrated knowledge of healthcare related public policy issues history of success working with government officials and academic administrators strong interest in the political process. Must have excellent verbal and written communication skills including ability to present information effectively to senior leadership and boards. Requires knowledge of and substantial experience with federal and state healthcare laws including the Anti-Kickback Statute Stark Law HIPAA State medical record laws and Medicare/Medicaid regulations. Experience with employment law antitrust regulations Accountable Care Organizations regulations IRS rules for tax-exempt entities corporate governance and business litigation and dispute resolution is also helpful.
