Northrop Grumman Mission Systems is seeking a Manager of Operations Program Management to join our team of qualified, diverse individuals in our Buffalo, NY campus.
Thisposition will report to the Manufacturing Manager and lead an organization of Operations Program Managers(OPM)/Engineers(OPE). The ideal candidate will have an engineering background with strong business skills. This position is responsible for the daily operations, direct supervision and technical performance of the OPM/OPE. As a critical member of the manufacturing leadership team, the person filling this position must be a change agent, while having excellent skills in communicating with others. As a change agent, it is preferred that this individual have experience implementing continuous improvements and also have experience with Lean Manufacturing and Six Sigma.
This position will resolve issues and define strategic initiatives between Manufacturing and the Program Management organization on projects or major project elements. In addition to the Program Management group, this position will work heavily with Production Planning, Engineering, Quality Assurance, Materials Management, Business Management and Supply Chain Management. In this role the individual will be responsible for managing the overall interface between program management and the manufacturing organization. In managing this interface, it's important thatthe individual can maintain composure during stressful situations.
The Manager of Operations Program Management will oversee the schedule and cost conformance on assigned programs or projectsin a high-energy environment supporting the procurement, build, and test of electronic warfare simulation equipment. This person will not only manage the department, but will function as a working manager and act as the primary Operations Program Manager on some programs.
Managerial responsibilities include oversight of the following:
Provide schedule, financial planning and implementation including schedule inputs, procurement coordination, manpower and capacity planning, and reporting of program cost, schedule, technical and quality performance.
Functioning as an interface and providing leadership through design, build, test, and delivery to achieve customer, program and company objectives.
Acting as an interface for manufacturing that will act as the Cost Account Manager for manufacturing, test and manufacturing support functions.
Managing resource loading of the manufacturing area, which includes establishing schedules that are in-line with organizational capacities and program requirements.
Developing methods/models to manage labor resources and improve forecasting accuracy.
Driving process improvements in manufacturing and in the relationships with other parts of the organization.
Developing better metrics and visibility in program reporting of cost, schedule and quality.
In addition to the Operation Program Management (OPM) function, this role will interface heavily with Manufacturing and Industrial Engineering. The individual in this role should have a solid engineering background and be able to interface on technical issues. In addition, this position must be able to create estimates and labor standards for assembly times, as a large part of the OPM role is managing and calculating labor costs, especially as it pertains to proposal efforts. This individual will also need to have strong technical skills, as this position interfaces heavily with engineering and works technical issues. Those working in this role will need to have a solid technical background in order to effectively communicate with the engineering, manufacturing and test team members.
The ideal candidate will have a solid business acumen; strong technical/engineering skills; strong quantitative and analytical skills; experience managing multiple programs at the same time; and strong communication skills.
Bachelor of Science degree in an Engineering discipline with at least 3 years of relevant work experience
Operations Program Management experience or Program Management experience
Experience working with EVMS (Earned Value Management), which includes program cost and schedule management
Demonstrated leadership skills
Demonstrated customer interface skills
Experience working in a manufacturing environment
Bachelor of Science degree in Industrial Engineering
Master's degree in Engineering or Business Administration
Lean or Six Sigma certification
An understanding of manufacturing or industrial engineering through experience or education
Cost Account Manager (CAM) experience
Continuous Improvement experience
Experience managing projects and programs at multiple sites across the country
Experience working on proposal efforts
