Senior Program Manager NGA EE (Job Number:434733)

SAIC is seeking an experienced Senior Program Manager (PM) to support the National Geospatial-Intelligence Agency’s (NGA) Enterprise Engineering program. The successful candidate will have demonstrated experience in Enterprise and Solutions-Level requirements and Architecture Engineering, in addition to, proven ability to manage a large-scale services contract. The candidate shall maintain a close liaison with the Government and staff determining both technical and business goals in consultation with top management and make detailed plans for the accomplishment of these goals.

The PM candidate shall be responsible for:
  • Meeting contractual performance criteria and due dates during service delivery and successful overall project completion
  • Assessing program issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives
  • Formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising Contractor personnel and communicating policies, purposes, and goals of the organization to subordinates
  • Communicating with the Government PM and COR and responding to direction
  • Ensuring that the full range of contractor resources are available and made available to perform the required tasks
  • Providing a Quality Control Plan for all relevant requirements
  • Ensuring contractor staff remain current in industry best practices and standards within their specific disciplines and expertise
  • Working with Recruiting staff to ensure that resources are appropriately filled at all times
  • Providing Subcontractor Management, as appropriate
  • Ensuring continuity of support during Contractor personnel changes
  • Providing timely training and orientation to the Contractor’s employees
  • Reviewing status of the program and the budget, manages schedules and prepares status reports
  • TS/Sensitive Compartmented Information (SCI) and ability to pass a CI Polygraph
  • Bachelor’s degree or higher in Engineering, Computer Science, or other related scientific or technical discipline with at 18 years or more of total relevant work experience, including five (5) years or more as a direct supervisor (10 or more personnel)
  • Five (5) years in a senior management position within a large (25 or more personnel) SETA support program
  • Five (5) years or more of specialized, relevant experience in a technical/operations discipline within the DoD or Intelligence Community
  • Possess excellent communication skills, excellent organizational skills, excellent writing skills, strong interpersonal skills and be customer focused and detail oriented
  • Experience using Project Management software (Project, Primavera)
  • Three (3) or more years of experience working directly with NGA
  • PMP Certification is highly preferred
  • Experience using Enterprise Resource Planning (ERP) software
