The Program Manager is a senior management position responsible for leading programs ranging from $1M to multimillion dollar levels, providing expert level project and program management and support for multiple projects in a program spanning across numerous functional and technical units within the Deloitte US Firm. The Program Manager is a senior management position responsible for leading/overseeing the effective application of project management processes and excellence in execution and delivery of large, complex strategic projects/programs of $1M plus on an ongoing and operational basis, working with varying levels of leadership across ITS and the firm.
Primary duties include:
Focus area management
Leads cross-functional teams in the delivery of high-risk, complex projects, directly affecting the firm's strategy to meet technology and business requirements on time and within budget.
Builds and maintains relationships with partner/principals and firm director level through employee level, including CIO/ITS and customer leaders, channel leads, product owners, shared resource leaders, technical team leads, technical and non-technical teams. Meets regularly with these individuals to obtain feedback, provide recommendations/direction, seek consensus/input, communicate adjustments/changes, and ensure continued alignment with business and organizational needs across assigned program.
Manages all aspects of SDLC and Project Delivery Process for strategic projects and programs that range in scope, budget and team size to the level of very large, involving high to very high levels of risk and complexity and/or budgets of $1M and above.
Provides hands on management and delivery of multiple projects across strategic programs to meet technology and business requirements on time and within budget.
Influences and executes project/program management methodologies and standards including those within the ITS Project Delivery Process and SDLC, PMI PMBOK, and ITS project management procedures, also ensures they are followed by project team members.
Responsible for effective project and program kickoff, identification of all program stakeholders, defining and clarifying program roles and responsibilities.
Works with all stakeholders to identify and confirm resource necessary program resources throughout the project lifecycle.
Uses MS Project to build detailed, effort-driven project schedules and SharePoint for collaboration through project team site.
Detailed tasks include developing/managing/maintaining comprehensive, accurate program/project plans and schedules, as well as performing estimation, forecasting, planning, analysis, issue / risk / change management, escalation management, meeting facilitation, variance analysis, and status reporting for the program.
Responsible for providing and maintaining accurate and timely project/program information in all program and project plans, communications, status reporting, SharePoint sites.
Develops program and project plans, estimations, specifications, flowcharts, and presentations.
Is proactive in the identification and resolution of program and project risk and issues
Oversees the activities of project managers and project teams within assigned program to ensure delivery of timely solutions that are aligned with the organization’s strategy.
Conducts ongoing examination of projects within program for compliance with established processes, project plans/schedules and budgets, influencing decisions on resource utilization and allocation at key project lifecycle decision points.
Maintains oversight and accountability for program performance including creation/review of key project delivery metrics across projects within the program.
Leads program issue/risk management, remediation plans, and escalations across channels, service areas, COEs and CIO Leaders for projects within assigned program – responsible for providing management direction in these areas and ensuring clear communication, consideration of all factors, generation of solution alternatives, and defined actionable plans that are implemented.
Develops/maintains a network of relationships with in IT and the customer/business units on both strategic and operational levels that can be called upon for information or assistance needed to efficiently execute projects within program.
Prepares and delivers regular, effective communications to ensure that program sponsors, CIO advisors and leadership are adequately apprised of program and project statuses, successes, risks and issues.
Co-leads regular joint program planning with National Directors of Technology, National Technology Relationship Leaders and Channel Directors/Leaders
Manages program issues and changes to business plans and resource allocations.
Documents/communicates status and escalates as appropriate.
Configures, utilizes, and supports key program and project management tools.
Demonstrates an expert-level understanding of both quality assurance and software development processes and methodologies, proactively sharing knowledge with peers, development and QA groups, and project team members.
Influences direction of ITS and ITS organizations and the firm from a program leadership position
Demonstrates program leadership traits by instilling the culture of execution, operational excellence, and accountability
Maintains organizational credibility with respect to all project management program and project deliverables within assigned program
Establishes collaborative working relationships with all ITS, customer, 3rd party groups, and contractors
Breaks down organizational barriers and encourages sharing of ideas across the entire organization
Creates an environment in which people take responsibility for achieving results
Anticipates barriers to change and creates opportunities to remove them
Fosters a culture which is based on knowledge sharing and learning from best practices
Forecasts and manages program budget.
Sets challenging goals for the program team and clearly communicates them.
Direct, oversee, develop, coach, and mentor personnel in assigned program.
Provides leadership direction to PMs within assigned program throughout project lifecycle.
Manages strategic programs within ITS, and in that role executes according to project management methodologies and standards
