General Purpose of this position:
The primary purpose of this role is to lead a team (onsite and virtual) of full-time and temporary contract talent acquisition consultants to drive the recruiting, selection and hiring for CTY's academic programs (virtual and in-person). This will include managing data and details, creating and implementing a metrics driven approach in a high-volume recruitment operation that will recruit more than 1,600 seasonal and other part-time staff each year.
This role will play an integral role in working with the leadership team to improve and implement our centralized talent strategy including helping to build a centralized recruitment team, developing pre-screening and selection criteria, developing and managing reporting related to candidates and recruiting efforts, serving as the point of contact for technical needs associated with our applicant tracking system (Success Factors) and other tools, coaching and developing the recruiting team and building and maintaining relationships with stakeholders across the University. Additionally, this role will play an integral role in partnering with the Sourcing Consultant and Academic Program Manager teams to understand needs, timing required to hire and screen and select the most qualified candidates to serve our gifted and talented students.
The ideal candidate will have a demonstrated ability to understand the needs of the business, operate from a perspective that values partnership and be excited by the opportunity to lead a team (including virtual team members) of Talent Acquisition Specialists (full-time and part-time). Additionally, this role will be expected to constantly analyze and interpret metrics and proactively make recommendations to improve current programs/practices by staying abreast of trends in the labor market and recruitment/staffing industry.
NOTE: This position is remote eligible during the pandemic. Once campus reopens, this position will be expected to report to the Mount Washington Campus (Baltimore, MD) at least 3 days a week.
Recruiting & Hiring Process, Quality & Team Management
Recruit, coach and develop a high performing recruiting team
Drive standardization, continuous improvement and consistency of processes and procedures including ensuring all interview protocols and processes focus on eliminating bias and provide an equal opportunity aligned with our commitment to be an anti-racist organization
Manage a team of local and virtual part-time (casual) Talent Acquisition Specialists that may include internal CTY staff from academic program areas. Work with team day-to-day to meet performance goals and objectives o Identify performance metrics and expectations to ensure hiring needs are met timely and with the utmost focus on candidate quality
Identifying challenges and obstacles to hiring as well as anticipate upcoming ones in order to provide a proactive, competitive approach to talent acquisition
Establish regular communications with the recruitment team, such as 1-1 meetings, team meetings with established agendas or other regular touch points.
Manage resources, in particular seasonal, temporary staff to ensure compliance with budget and other University requirements
Client Relationship Management
Cultivate effective business partnership with CTY leaders, managers, supervisors and staff. Partner with, educate and consult with hiring managers on recruiting process, candidate quality and expectations
Anticipate and identify the present and future staffing requirements of assigned departments, obtain appropriate data, interview department leaders and function as project manager to ensure needs are met within desired timeframes
Showcase an extremely high level of understanding and become fully engrained in client areas to build trust and credibility in the centralized hiring team
Proactively manage changes to processes and philosophy with stakeholders' groups including the ability to drive buy-in and engagement
Partner with the Sourcing Consultant to proactively share information related to candidate quality to inform and assist in the measurement of source quality and effectiveness
Partner with the CTY HR team, hiring managers and leaders on workforce planning, staffing needs and internal mobility across CTY programs
Consults with CTY HR team as well as University central HR as needed to ensure talent acquisition needs are met without risk to compliance and other University guidelines
Generates reports and analytics for HRD, DBO, Finance Director, Executive Director and other stakeholders as requested o Assist the HR Director in developing and articulating the employee value proposition for part-time casual staff
Proactively recommend system and process improvements to University partners including IT
Perform special employment projects as assigned

Bachelor's degree in Human Resources, or another related field
Eight years of progressive experience in high volume, fast-paced staffing, corporate recruiting, university recruiting or admissions capacity
Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.
Advanced experience with technology applications including applicant tracking systems and CRM tools. Prior experience using Success Factors a plus.
Ability to partner with and influence Hiring Managers as a talent advisor
Ability to build and lead a high performing team
Ability to design, implement and manage new processes and procedures
Knowledge of recruiting metrics, assessment tools and techniques and the ability to use data to tell a story about results and impact
Exceptional interpersonal skills, including teamwork, facilitation and negotiation

Preferred Skills and Knowledge:
Proven ability to motivate and lead a high-performance production driven team. Prior experience leading a sourcing, recruiting, admissions or inside sales team preferred.
Track record of performing well against talent acquisition metrics.
Strong customer service skills with both client and customers. Flexibility in adapting to and responding quickly to changing priorities and deadlines with a high sense of urgency.
Familiar with employment law related to pre-employment screening, OFCCP and other regulations that impact the sourcing and hiring process.
The ability to maintain confidentiality and work appropriately with highly sensitive information
Technical Qualifications or Specialized Certification:
Able to work in a digital environment requiring strong technical skills (MS SharePoint, Box, Formstack, Smartsheet, Microsoft Teams, Excel & PowerPoint etc.)
Physical Requirements for the Job:
Constantly operates a computer and other office productivity machinery, such as a copy machine and printer. Dexterity of hands to operate a computer keyboard, mouse pad and other office machinery
Frequent communication with internal and external customers and must be able to exchange accurate information in these situations verbally and in writing.
Position also requires a degree of mobility common to working in an office environment; bending, kneeling or standing during events and presentations may be required.
Will supervise a team of full-time and part-time casual sourcing staff or will get work done through other staff with no formal reporting relationship.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
