This position supports an intelligence community customer storage site with a staff of between 20 - 30 made up of both government employees and contractors. The site receives equipment from contractors, conducts test and inspection activities on new equipment, on equipment being prepared for issue and on equipment returned after use. Other technical staff build equipment components that support unique equipment configuration requirements.
Electrical Engineer with strong PCB design and assembly experience. Incumbent is comfortable with engaging in challenging and exciting projects. The position has varied responsibilities ranging from electronics design, layout checking troubleshooting, overseeing assembly and testing of PCB’s and other electronics components, and solving problems.
Provide guidance to both design and fabrication staff to accomplish PCB production that meets the customer’s requirements.
Perform incoming inspection, testing and repair of circuit boards received or assembled by contract staff of outside suppliers, using approved testing procedures and schematics.
Repairs populated circuit boards that fail inspection and test as needed.
Records type and quantity of defective circuit boards and notifies QA Manager by issuing a CAR.
Read, follow and execute PCB test procedures.
Support Production, Repair and Engineering.
Calibration of electronics testing standards.
Perform other related duties as assigned.
Strong knowledge of electronic theory including the functionality of discrete and integrated semiconductors.
Strong circuit design and PCB layout experience, Altium experience required. Experience building and troubleshooting electronic circuits, including using automated assembly/production equipment.
The ability and skill to troubleshoot PCB’s to component level using various test equipment.
Use of power supplies, O- scopes, signal generators, DMM’s and frequency counters.
Soldering skills equivalent to IPC J-STD-001 and IPC- A-610.
The ability to read electronic schematics.
The ability to work independently with minimum supervision.
Computer Skills – Experience and/or ability to use complex proprietary software and communications software used to communicate with various PCB boards via RS232, RS485, USB and Bluetooth, as well as more common software such as Excel and Word.
Extreme attention to detail.
Ability to set up, understand and troubleshoot connections and other basic computer issues as needed.
ESD- Knowledge of proper PCB board /component handling and ESD prevention practices. Basic ESD theory.
Analyze and interpret test data.
Calibration – Ability to calibrate precision instrumentation.
Firmware – Basic understanding of programmers and ability to use several programming devices.
Ability to work in a fast paced production environment.
Mathematical skills: The ability to calculate figures and amounts such as proportions and percentages, to apply concepts of basic algebra, and the application of electronic formulas. To apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Reasoning Ability: Ability to define problems, collect data, establish facts and draw conclusions. Ability to interpret an extensive variety of technical instructions in mathematical diagram form and deal with several variables.
TS Clearance with current or recent access to SCI and CI polygraph is required.
