The primary purpose of this position is to plan, organize and direct all C-17 flight operations conducted by the 437th and 315th Airlift Wings. Act as the direct liaison between the 437th and 315th Airlift Wings, Air Mobility Command operations division (AMC/A3) and the 618th Aerospace Operations Center (TACC). Function
Serves as the Wing's Airlift Director (Barrel), directing and supervising all planning, asset allocation, risk assessment and tasked mission support functions.
Serves as the Wing?s primary short-range airlift planner (Bookie 1). Receives and reviews mission shells from 618 AOC/XOBA.
Serves as the Wing?s primary long-range airlift planner and forecaster (Bookie 2). Collects crew availability metrics, analyzes aircrew and aircraft utilization reports and assesses risk to unit elements.
Authors and administers the Wing Operations Plan (WOP), which defines local policy and regulations covering the planning and execution of airlift missions, Off-Station Trainers (OST) and Joint Airborne/Air Trans-portability Training (JA/ATT).
Occasional travel - You may be expected to travel for this position.

This is a "Key" position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available. (Ref. AFI 36-507)
Heavy airlift crewmember experience is vital for the successful completion of the work.
This is a Term position NTE 06 May 2022; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge of the worldwide DoD airlift system, route sets, prioritization and scheduling policies; comprehensive knowledge of flight plans, clearance authorities and restrictions, route planning, Organized Track System, airways, and air refueling procedures; on depth knowledge of C-17 aircraft performance capabilities and limitations including range, fuel requirements, configuration, loading, weight and balance restrictions, runway/taxiway/apron size and weight limits and C-17 take-off/landing performance; and mastery of C-17 aircrew management regulatory guidance governing crew rest, flight training/limitations, crew composition requirements, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods.
EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge and substantial skill in applying an extensive body of airlift/air transportation regulations, methods and practices. Significant experience in worldwide flight planning and interpretation of flying instructions, Flight Information
Publications (FLIP), visual and instrument flight rules, Federal Aviation Regulations, airfield information, en route supplements and issues affecting flight safety. Familiarity with obtaining diplomatic clearances and visas. Comprehensive knowledge of C-17 performance capabilities and limitations. Heavy transport aircrew experience highly desired.
2. Mastery of C-17 aircrew management policies, procedures and regulations governing crew rest, flight training/limitations, crew composition requirements for various mission types, airlift stage operations, alert postures/alerting procedures, tactical event capabilities/limitations and crew duty/flight duty periods.
3. Practical knowledge of various computer systems that pertain to transportation/air refueling operations and those systems required to perform the work (Global Decision Support System (GDSS), Single Mobility System (SMS), Airlift Mission
Planning (AMP) etc.). Practical knowledge of office software and equipment to include Microsoft Excel, PowerPoint, and basic word processing to support office operations and produce a variety of reports and briefings.
4. Extensive ability to autonomously coordinate complex issues and resolve a variety of difficult problems, often involving different and unrelated functions. Significant skill in effectively engaging with base, MAJCOM, DoD and other government agencies, resolving conflicts and negotiating positions while representing the Operations Group Commander's perspective.
Considerable tact and solid judgment are essential to perform duties effectively while under pressure of heavy workload involving multiple taskings and short deadlines.
5. Considerable skill planning, organizing work, meeting deadlines and leading small teams in a fast-paced and dynamic environment. Ability to communicate effectively, both orally and in writing, to include the ability to provide presentations and briefings to senior leadership. Skill in gathering and analyzing data, developing metrics and reports, and providing advice and technical guidance to installation leadership and organizations.
6. Ability to assimilate the entirety of diverse C-17 operational factors including human factors, assess risks to life, property or successful mission completion and modify mission parameters/propose changes to mitigate or eliminate this risk.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
