Purpose of the Position:
Responsible for efficiently and effectively creating and maintaining a recruiting strategy and process to attract and identify top talent to enable the selection of best candidates for the organization, develop a pipeline of resources, reduce turnover probability as well as to meet the organization’s legal/social obligations and recruiting standards regarding the composition of its workforce.

Essential Functions: (List all basic responsibilities related to the purpose of the position)

Establishes recruiting requirements by studying organization plans and objectives; meeting with managers to discuss needs.

Avoids legal challenges by understanding current legislation; enforcing regulations with managers; recommending new procedures; conducting training.

Improves organization attractiveness by recommending new policies and practices; monitoring job offers and compensation practices; emphasizing total rewards.

Develops and implements innovative strategies to identify top talent; such as social media, networking, referrals, Boolean searches, database and online forums, participating in professional organizations, and creating and maintaining university relationships.

Attracts applicants through active recruitment methods and through job advertisement and sites.

Independent full cycle recruiting: prepare job descriptions and job postings, source, screen and assess, qualify, develop interview questions and conduct interview, analyze compensation and formulate offers.

Coordinates and arranges management interviews by coordinating schedules internally and externally. Maintains appropriate documentation.

Create concise, statistical total rewards package which ensures candidates have relevant and personal data to decide to accept an offer.

Build and maintain collaborative business partner relationships. Secure a technical understanding of roles and required competencies, conduct weekly face-to-face meetings to ensure alignment.

Brand and market the organization. Improve organization attractiveness by recommending new policies and practices; monitoring recruiting and compensation practices; emphasizing total rewards.

Accomplishes human resources and organization mission by completing related results as needed.

Coordinate pre-employment process for production and or maintenance hiring.

Maintains recruiting database and reports weekly/monthly stats to upper management.

Utilizes applicant tracking system from posting to onboarding.

Coordinate assessment center activities.

QUALIFICATIONS: Education, Experience and Necessary Skills all must be met in order to qualify for position.

Education: Bachelor of Arts in Business Administration, Human Resources or a related area or the equivalent combination of education and experience.

Experience: Minimum of 5 years Human Resources experience in the Employment and Recruiting area.

Necessary Skills, Certifications, etc.:
Excellent written and verbal communication skills
Skilled in active and passive recruiting methods. Recruiting Fairs, LinkedIn, posting sites, candidate searches
MS Office competency (Word, Excel PowerPoint)
Competency in an applicant tracking system
Competency in a HRIS system

Preferred Skills:
PeopleSoft competency
Taleo competency
