Overview

The Agency of Digital Services is currently seeking an IT Vendor Manager to support the State in developing and executing a health information exchange (HIE) technical strategy aimed at achievement of statewide goals. In this role, the IT Vendor Manager will ensure contract deliverables and vendor relationships provide the greatest benefit possible to the State. This position will support the State's Agency of Human Services. The IT Vendor Manager, is responsible for monitoring the quality of deliverables, supporting the definition of long-range plans and short-term objections and championing investments focused on achievement of the State’s HIE goals. This person will inform management and operations staff of both State of Vermont and vendor performance, activities, and quality of work and may support ownership, management, and maintenance of IT Operations' technical systems and solutions.

Specific duties of the IT Vendor Manager include, but are not limited to:

Advising SOV business and operations in contract language and negotiations for assigned systems and their modifications.

Assisting with SLA tracking, vendor adherence to requirements and contract language

Acting as a Technical Lead on assigned projects that relate to assigned system. This includes reviewing and approving technical design solutions and the deliverables documenting the system solution.

Supporting the HIE Steering Committee (a group representing different facets of the health delivery system) in designing and investing in a technical strategy that will further statewide HIE goals

Continual System Management: Overseeing M&O updates to assigned systems such as security certificates with external partners and other monthly/annual configurations. Assisting with triage and escalation of priority issues. Note that some systems have multiple Vendors assigned to the same system which requires this position to assist as an intermediary as needed.

Ideal candidates will have extensive knowledge of the software development lifecycle, release management techniques and best practices, extensive knowledge of risk management, and significant experience in vendor relations.

Ideal skills and attributes include:
Experience with health information exchange (ideally beyond electronic health record systems) For example:

Experience with software interoperability and/or modularity

Experience with Master Patient Index (MPI)

Experience with healthcare information privacy and security or Certified Information Systems Security Professional (CISSP) certification

Outstanding communication skills – both written and oral

A passion for driving improvements in the health care system

Excellent change management skills and ability to persevere in uncertainty

A strong customer-focus

5+ years managing projects in a technical environment

This position, IT Vendor Manager , is open to all State employees and external applicants. This is a limited service position currently funded through 12/31/2021, which is expected to be extended. Limited service positions are budgeted each year and can be extended accordingly based on programs and funding.

AHS BACKGROUND CHECKS: This position will primarily support a department within the Agency of Human Services. Candidates must pass any level of background investigation applicable to the position. Environmental Factors

Work is performed in a standard office setting. Some travel may be required for which private means of transportation should be available. Work outside of regular work schedule may be anticipated.

Minimum Qualifications

Six (6) years or more experience in computer science, business administration, public administration, mathematics, technical operations management or providing support to staff within an Information Technology environment.

OR

Four (4) years or more in an Information Technology Manager role with a combination of experience in computer operations, information technology management/administration or supervisory responsibilities.
