Under general direction, the 0922 Manager I, Patient Accounts Manager, is responsible for ensuring overall billing operations are effectively met, particularly Accounts Receivable collections for multiple entities within the San Francisco Health Network (SFHN) in the San Francisco Department of Public Health (DPH), including Laguna Honda Hospital, Zuckerberg San Francisco General Hospital and Trauma Center, Population Health and all clinics.

The essential job functions include the following:

  • Develops, interprets, coordinates and enforces Billing policies, methods and procedures, includes conducting staff meetings for purposes of evaluating and disseminating information about billing policies and procedures by maintaining a good knowledge of government and non-government payers pertaining to program changes impacting receivable.
  • Plans, organizes, and manages day-to-day activities with Billing and Follow-up Supervisor(s) to ensure billing and collections of accounts are accomplished and met timely.
  • Establishes Quality Assurance (QA) programs and procedures by developing monitoring tools to ensure billing and collections meet payer requirements and government compliance.
  • Oversees the internal and external audits and provides feedback to departments to maintain revenue goals, enhance departmental performance related to billing and collections, minimize claims denials or billing rejections caused from ancillary or clinic departments.
  • Oversees contracted Electronic Billing Vendor’s process to ensure efficient flow of claims to the various payers.

The 0922 Manager I, Patient Accounts Manager, also performs other related duties as assigned.

Compensation and Benefits:
The normal annual salary range is $104,182 – $132,990. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

MINIMUM QUALIFICATIONS: (Must Meet to be Considered)

  • Possession of a Bachelor’s degree from an accredited college or university; AND
  • Three (3) years (equivalent to 6,000 hours) of professional experience in billing and collections in a hospital or healthcare clinic.

SUBSTITUTION: Additional experience may be substituted for the required degree on a year-for-year basis (up to a maximum of 4 years). Thirty (30) semester units or forty five (45) quarter units equal one year.

  • Two (2) years of supervisory experience in a billing or collections role at a hospital or healthcare clinic.
  • Three (3) years of experience in billing or collections using Universal Billing and/or CMS/HCFA 1500 Forms.
