These positions are open to the general public and to all current city employees covered under the terms of the City's collective bargaining agreement with American Federation of State, County and Municipal Employees (AFSCME) - (BARGAINING UNIT #1, 3, 4, 5).

Overview: The Grants Research Specialist in the department of Business Affairs and Consumer protection (BACP) will be assigned to the grants section of the department. The position prepares requisitions and commodity code assignments for new BACP purchase orders executed by the Department of Procurement Services (DPS) and BACP Non-DPS contracts.

Prepares contract templates for nearly 70 Delegate Agencies for the Neighborhood Business Development Centers Program and conducts contract intake sessions with those Agencies as well as verifies all contract documents are submitted to BACP and the Comptroller correctly.
Coordinate with other City of Chicago agencies (Office of Budget and Management, Department of Finance, Department of Law) on grant applications, awards, and reimbursement status.
Ensures that the Delegate Agencies’ Ethical Disclosure Statements are approved.
Enters Delegate Agency grant Purchase Orders into the City’s financial and procurement management system to ensure the contracts get approved.
Responsible for obtaining the Commissioner's signature for the contracts and then finalizes the budget reviews for the contracts via the City’s electronic contract submittal system.
Oversees these contracts in the City’s electronic grant approval system.
Prepares all aspects of grant applications per federal guidelines and mandates.
Ensures that the Department runs in an efficient manner by helping to meet due dates for the annual budget and by submitting contracts, bids, and grants in a timely manner.
The ability to write and execute RFP’s with mbe/wbe goals.
Prepare policies and procedures to ensure proper grant compliance internally; and
Other duties as assigned.

Qualifications: Graduation from an accredited college or university with a Master's degree in Business Administration, Public Administration or a directly related field supplemented by one year of grants preparation, community outreach or project management experience.

Selection Requirements: This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.
Preference will be given to candidates possessing the following:
Previous Budgetary review experience.
Previous experience with grants compliance, federal standards.
Previous work experience in grant research.
Previous work experience with data management.
Previous work experience using Microsoft office suite.
VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. Eligible candidates must have at least six months of active duty documented. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
