The San Francisco Public Utilities Commission (SFPUC) provides customers with high quality, efficient and reliable water, power, and sewer services in a manner that is inclusive of environmental and community interests, and sustains the resources entrusted in our care. SFPUC is comprised of three essential 24/7 service utilities: Water, Wastewater and Power. We provide retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco’s municipal departments and tenants and redevelopment areas. SFPUC is headquartered in San Francisco and has approximately 2,400 employees working in seven counties, with an annual operating budget of $1.3 billion and capital project budget of $1.1 billion.
Under general direction of the Reconciliation and Financial Reporting Supervisor within the Financial Services Bureau, the Financial Reporting Principal Analyst is primarily responsible to manage/lead activities supporting preparation of financial statements and preparation of financial management reports. These are inclusive of, but not limited to: the annual audited financial statements, the Comprehensive Annual Financial Report (CAFR), the Popular Annual Financial Report (PAFR), Single Audit, and other adhoc reporting.

Essential duties assigned to this position include, but are not limited to the following:
Financial Reporting and Auditing
Facilitate the interim and annual financial statement audit, and annual single audit, to ensure adherence to audit timelines; distribute Prepared by Client requests and ensure complete/timely response to external auditors; and be point of contact between external audit and internal stakeholders for audit inquiries.
Facilitate and coordinate the review of draft enterprise interim and annual financial statements prior to finalization to avoid errors, omissions and mis-statements, and ensure consistent format and presentation.
Lead preparation, review and final issuance of the CAFR. Ensure timely communications and responses from stakeholders for report content. Maintain all related backup and documentation to provide to external auditors.
Lead preparation and review of the PAFR in conjunction with the Communications Bureau, utilizing condensed key financial information from the CAFR. Ensure the reliability and integrity of Peoplesoft reports including nVision and Business Intelligence (BI) reports. Seeks opportunities for reporting enhancement and improvement.

Maintain the quarterly interest allocation for all PUC enterprises. Ensure the interest earnings chart of account allocation is accurate, complete and up to date. Act as liaison with the Controller’s Office for all interest allocation updates and changes.
Maintain the quarterly Hetch Hetchy mapping schedule to sure accuracy, completeness and timeliness.
Manage the daily preparation and issuance of the cash management report and maintains the daily cash management schedule. Work closely with RAFR Fund Accountants and Business Analyst to ensure accurate and complete data.
Policies and Procedures
Facilitate and/or participate in process improvement initiatives and identify opportunities for efficiency.
Develop, recommend and/or implement policies and procedures to improve financial performance and mitigate risks. Ensure timely review and update of all Process Narratives in advance of audits.
Supervise and develop staff, as assigned.
Stay current on industry trends and best practices. Support training opportunities for personnel.
Class 1824 Principal Administrative Analyst performs other related duties as required.

Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.

Experience dealing with external auditors and coordinating audits
Experience working with large-scale financial systems (PeopleSoft Financials)
Demonstrated strong analytical, planning and organizational skills and abilities
Strong verbal and written communication skills
Strong experience with Microsoft Office desktop applications (i.e., Excel, Word and PowerPoint)

Minimum Qualifications Supplemental Questionnaire
Applicants will be prompted to complete a Supplemental Questionnaire as part of the online application process. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Written Multiple-Choice Examination - (Weight: 40%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:
Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
Ability to use various computer software programs.
This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Qualified candidates will be notified of the exact date, time and location of the examination.
A passing score must be achieved on the Written Multiple-Choice Examination in order to continue in the selection process and be placed on the eligible list.
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.
Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification. Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
Your score on the Core Exam is not valid for any other classifications in the Administrative Analyst Series. You cannot apply a score from the Core exam used for 1820, 1822, or 1823, as it is a different test.
The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three (3) Scores. The department may administer additional position-specific selection procedures to make final hiring decisions.
As a finalist for a job, you will be fingerprinted, and your fingerprints will be sent to the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). The resulting report of your conviction history (if any) will be used to determine whether the nature of your conviction (or arrest, in limited circumstances) conflicts with the specific duties and responsibilities of the job for which you are a finalist.
