Definition: Under general supervision from the Accounting Manager and/or Senior Accountant, the Junior Accountant analyzes, tracks and reports financial information and performs a variety of accounting transactions within Finance Department's Grants and Contracts functional area as assigned by the Accounting Manager. Prepare journal entries by applying generally accepted accounting principles (GAAP) for Governments including practices and procedures that meet the financial objectives of the Community. This job class is treated as FLSA Non-Exempt. *

Examples of Tasks:

Distinguishing Features: The Junior Accountant (Housing) performs accounting and finance duties strictly for the unique requirements and operational functions of the Housing Programs and includes monitoring federal funds and grants unique to the Housing Programs. This position differs from Junior Accountant where the responsibilities are for all of SRPMIC Tribal Government departments or administration of non-IHBG grants and contracts.

Essential Functions: Essential functions may vary among positions, but may include the following tasks, knowledge, skills, abilities, and other characteristics. Tasks:
1. Examines and verifies fiscal transactions such as check requests, travel, invoices and payments by compiling and checking figures by thorough examination in comparison with validated records.

2. Verifies forms, lists, columns or aggregations of figures, noting discrepancies and rechecking own work for errors.

3. Verifies, updates and reconciles ledger accounts for all transactions, including vouchers, transfers, requisitions and budget revisions on an ongoing basis.

4. Makes journal entries to update departmental accounts such as budget revisions, accruals, reclassifications, transfers of funds, carry-over and encumbrances.

5. Gathers and prepares data and documents for a variety of financial reports which require the application of accounting principles and practices as well as independent judgment.

6. Becomes knowledgeable in other areas of the Finance Department, such as accounts receivable, collections and program income recognition.

7. Meet with departments to review grant progress.

8. Performs other job-related duties as assigned to maintain and enhance departmental operation.

Knowledge, Skills, Abilities, and Other Characteristics:

  • Knowledge of the culture, customs, traditions, history and government of the Salt River Pima- Maricopa Indian Community.
  • Knowledge of generally accepted accounting practices for governments (fund accounting).
  • Knowledge of 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Knowledge of general accounting, auditing and budgeting principles and practices.
  • Knowledge of accounting principles, practices and their application in a computerized system.
  • Knowledge of how to maintain complex financial records, prepare reports and financial statements from incoming bills and departmental records.
  • Knowledge of basic customer service principles and techniques.
  • Skill in establishing and maintaining effective working relationships with State and Federal representatives, regulatory agencies, Tribal Officials, Community members, SRPMIC department directors and co-workers, and the public.
  • Skill in communicating orally with other employees and the general public, which includes responding tactfully and courteously to customer inquiries and complaints.
  • Skill in analyzing and interpreting of financial data as well as reviewing and evaluating a variety of financial and budgetary records.
  • Skill in maintaining accounting records through an automated accounting system and in preparing a variety of computerized budgetary records and financial reports.
  • Skill in researching information from a variety of sources and making recommendations for action.
  • Ability to communicate effectively orally and produce written documents with clearly organized thoughts.
  • Ability to detect and avoid errors as well as prepare and maintain accurate and timely records of financial transactions.
  • Ability to utilize the personal computer and related software, such as, but not limited to Excel, Word, and ACCESS, to fulfill job requirements.
  • Ability to operate a variety of standard office equipment including adding machines, calculators, typewriters, photocopiers, and FAX machines.
  • Ability to adapt to changing work situations, assist others, and meet schedules in a calm, efficient and effective manner while dealing with interruptions and pressure.
  • Ability to comprehend and follow written and oral instructions and procedures.

Qualifications:
Education & Experience: Graduation from High School or a GED equivalentAND(5) five years of professional level accounting experience OR an Associate's degree from an accredited college in Accounting, Business Administration or closely related fieldANDexperience equivalent to (1) one year of full-time bookkeeping or accounting work.

Preferred: Associate's degree and minimum of (1) one year of full-time professional level accounting work preferred. Intermediate or higher level in Excel preferred. Indian Housing Block Grant experience preferred.

Equivalency: Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Special Requirement: May be required to work hours beyond the normal work hours including nights, weekends and holidays.

Salary: $47,158.00 to $63,660.00 /year
