This announcement will be used to fill multiple positions.

Manages projects throughout project lifecycles for park facilities projects that include new and renovation projects for recreational facilities, golf courses, trails, and play fields. In this capacity, the project manager is responsible for identifying project scope, preparing project budgets and schedules, implementing and administering the design and construction phases for assigned projects. Physical ability to conduct field inspections including climbing stairs and walking on unimproved land. Ability to bring projects to a successful completion according to approved budgets and set schedules. To achieve project goals and objectives the engineer: selects consultants, reviews and guides the architectural and engineering design phase, manages permitting activities, prepares bid documents, advertises and selects qualified contractors, and implements the construction phase of assigned projects. Applies current engineering and construction practices to resolve technical challenges encountered during project lifecycles. Works closely with the project team and county and state agencies. Conducts field inspection for horizontal and vertical facilities to ensure compliance with county and state codes. Leads design and construction meetings; prepares and presents reports to stakeholders. Prepares project board items. Updates status reports for ongoing projects on a regular basis. Utilizes GIS, AutoCADD or other software to prepare and check drawings, and Microsoft desktop applications such as MS Word, Excel, PowerPoint, MS Project, and other applications to prepare and update project schedules, project status reports, project specifications, technical reports, interagency correspondence, project bid documents and manuals, presentations, and cost estimates.

Required Knowledge Skills and Abilities

Depending on the functional area of assignment:
Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of computer applications and software (such as CAD) that are associated with the preparation of plans and engineering computations;
Knowledge of topographic and construction surveying;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of real property descriptions;
Knowledge of environmental testing methods;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Ability to plan and coordinate the work of team(s) and/or subordinates;
Ability to review construction documents, designs and proposals for costs, design
requirements and compatibility with county standards, guides and operational needs;
Ability to prepare reports, specifications, and contract documents;
Ability to meet and interact with the public;
Ability to prepare technical reports and to present findings in a clear and concise format;
Ability to make accurate CAD drawings and GIS maps;
Ability to perform accurate computations and prepare neat and accurate field notes;
Ability to collect and compile research data;
Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
Possession of a valid Virginia Erosion and Sediment Control Combined Administrator Certification, Sediment Control Reviewer Certification, and/or Sediment Control Inspector Certification, or the ability to obtain same within 18 months of appointment, is required for certain positions as identified to the Department of Human Resources.
Possession of a valid Virginia Professional Engineer or Architect license for certain positions as identified to the Department of Human Resources.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects,Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
Possession of a valid Virginia Waste Management Facility Operator Class II License, or the ability to obtain one within one year of appointment is required for certain positions as identified to the Department of Human Resources.
Possession of a Virginia Department of Housing and Community Development in primary area of assignment is required within 18 months of appointment and Virginia Department of Housing and Community Development certification in additional areas of assignment within 36 months of appointment for certain positions as identified to the Department of Human Resources.
Possession of two Plan Review certifications issued by the Virginia Department of Housing and Community Development in either residential building, commercial building, plumbing, electrical or mechanical is required for certain positions identified to the Department of Human Resources.
Completion of the first required training class (Basic Storm Water Management in Virginia) within 6 months of appointment and possession of a valid Storm Water Management Project Inspector and/or Storm Water Management Plan Reviewer certification within 24 months from the date of completion of the first required training class is required for certain positions as identified by the Department of Human Resources.

NECESSARY SPECIAL REQUIREMENTS:
Appointee must complete a criminal background check, a check of the Child Protective Services Registry and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Graduation from an accredited college with major course work in engineering, architecture, construction management, landscape architecture, or related field.
Four plus years of progressively responsible experience in the preparation and administration of design, construction, and maintenance contracts for park, building systems, or public works projects.
Two or more years of demonstrated ability in the field of construction/maintenance management.
Possession of a valid Virginia Professional Engineer (PE) license or Certified Construction Manager (CCM).
Proficiency with Geographic Information Systems and CADD applications used in the preparation of design and construction documents for capital projects.
Familiarity with topographic and construction surveying methods and/or experience with building mechanical and electrical systems.
Knowledge of the County Purchasing Resolution and VA Uniform Statewide Building Code.
Excellent oral and written communication skills.
Demonstrated ability to manage diverse project teams.

PHYSICAL REQUIREMENTS:
Ability to traverse uneven terrain, and walk and/or stand on uneven terrain for field visits and trail inspections. Duties can be performed with or without reasonable accommodations.
