This position is located in the National Finance Center (NFC), Human Resources Management Staff (HRMS).
This position serves as a senior Human Resources Advisor, and Quality Control Lead, for the Agency, and customers serviced by the NFC Human Resources Management Staff. The incumbent performs personnel management work requiring experience in Staffing, Recruitment,Placement, Classification, and PAR Processing.
Overseeing a team of HR specialists assigned to perform quality Staffing, Recruitment, Placement, Classification, and PAR Processing.
Oversee a team of HR assistants to enter a wide range of personnel actions using an automated Human Resource Information System to process actions in accordance with regulations.
Interpret and provide guidance to management on Federal laws, regulations and policies related to classification and position management .
Provide guidance to management on recruitment strategies, sources and special hiring programs.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
One year of Specialized Experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Lead Human Resources Specialist . Examples of such experience include: (1) Experience providing guidance and assistance to management and employees on human resource issues; interpreting and applying laws, regulations, and policies pertaining to staffing and recruitment to internal placement, merit promotion and delegating examining hiring (2) Using established procedures to conduct job analysis; determining applicant qualifications (3) Identifying problems and recommending appropriate action to management (4) Offering advice, suggestions and/or alternative staffing options or solutions to both applicants and managers (5) Providing guidance on developing vacancy announcements (6) Researching and gathering information in support of position classification or position management studies (7) Performing reviews of personnel actions for legal and regulatory compliance, to include merit promotion, delegated examining, non-recruitment, personnel actions, and records/documents.

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.
Selective Placement Factor: This position has a Selective Placement Factor (SPF). If you do not meet the SPF, you will not receive consideration for this position.
The SPF for this position is: Applicant must be currently Delegated Examining (DE) Certified by Office of Personnel Management (OPM) with an active, not expired, OPM issued DE Certificate that can be provided as validation and verification.
