We have an immediate opening for a Chief Financial Officer (CFO). The Ideal candidate must have at least 2 years supervisory oversight of Human Resource Administration funded homecare programs, in addition to Managed Care and Managed Long Term Care contractual obligations in providing homecare services.
PRIMARY RESPONSIBILITIES INCLUDE:
- Directing, organizing, planning and enforcing all fiscal and administrative policies and procedures of a large NYS Dept of Health licensed homecare agency.
- Knowledgeable on budget development and analysis, establishing and enforcing accounting systems and internal controls as per Agency’s contractual obligations with funding sources-government and managed care insurance entities.
- Enforces fiscal controls in accordance with the NYS Office of Medicaid Inspector General’s regulatory mandates.
- Proficient in establishing, updating and modifying fiscal systems and procedures; audit preparations and engagement; preparation and analysis of various financial and tax reports, i.e. financial reports for funding sources, billing vis a vis collection rate, profit and loss statement, financial projections, cost allocation of operating expenses across various programs, preparation of Form 990, CHAR 500, etc.
-Manages the day to day fiscal transactions of the agency in compliance with Generally Accepted Accounting Principles, (GAAP) and the agency’s obligations to all of its funding sources and the union, (1199 SEIU).
-Ensures that a proper accounting system is in place and all financial transactions are conducted on a timely basis, (bank reconciliations, monthly cash flow analysis, accounts payable and accounts receivables transactions, etc.).
REQUIREMENTS:
- Must have experience working with Human Resource Administration, Managed Care, Managed Long Term Care and New York State Department of Health on matters such as budget preparation, billings, audits and other revenue collections matters.
- Bachelor’s degree in Accounting; NYS certified CPA and Advanced education preferred.
- Proficient in the use of fiscal database systems and software programs
- Excellent communication skills
