Duties
Summary

The employee will direct the VA Health Services Research and Development (HSR&D) Center of Innovation (COIN) Data Analysis and Data Management Core and design, construct, and implement creative and unconventional independent data methodologies and systems for three national centers: (I) the HSR&D COIN, (2) a Veterans Rural Health Resource Center (VRHRC), and (3) a Patient Aligned Care Team (PACT) Demonstration Lab.

Responsibilities

Duties include, but may not be limited to the following:
This position will involve the design of novel data systems that incorporate data from a myriad of national VA databases and combine the data in unique formulations to address research objectives. Data are extracted from multiple sources nationwide, therefore, specialized experience with VA clinical data related to diabetes, congestive heart failure, gynecology, urology, smoking cessation, hypertension, post-traumatic stress disorder;
Implement national data security policies and operating procedures; information technology regulations, policies and procedures regarding the handling, transporting and storage of research and clinical healthcare data;
Simultaneously integrate and correctly apply the policies, procedures and requirements with and the agency goals and objective in numerous unique situations and in an ever-changing research environment to ensure that data is secure and that analyses are conducted in line with all applicable statues;
Employee must possess a mastery of both VA hospital and research center structure and function in order to appropriately enact the missions and apply the principles, policies, and budgetary regulations of the Centers to the acquisition and utilization of highly sensitive and protected national Veteran health care information, and national administrative data;
Create and define new approaches, methods, and structures to ensure the operation and management of all data and data processing systems;
Effectively work with local, regional, and national research and security officials and data owners both within and outside the VA is critical to the mission of the Centers and research products;
Ensure feasible and secure procedures and outcomes by applying a comprehensive knowledge of research and quality improvement infrastructures and systems and how the systems relate to the administrative and health care goals and objectives of the local, regional and national system;
Instructs research investigators and staff in all Centers in the appropriate data security and management protocols in order to secure the vast array of information accumulated by this program;
Meet the goals and objectives of the Centers while at the same time appropriately representing the local VA facility and the VA at large by applying knowledge of Veteran medical information, nationwide VA agency data, research data, and non-VA national healthcare information in combination with the ability to utilize the multiple and complex information formats;
Performs other duties as assigned.

Qualifications

The Selective Placement Factor for this position is: " Experience and expertise in creating front-end data collection tools including research study recruitment databases using Microsoft Access and VBA, scannable data collection forms using TELEform, and Computer Assisted Telephone Interviews (CATI) using Blaise, demonstrated proficiency in using Microsoft Access, VBA, TELEform, CATI, and Blaise systems to collect research data using SQL Server as a back-end database; and demonstrated proficiency in using SAS for research data management and data analyses. IN ADDITION TO THE SELECTIVE PLACEMENT FACTOR THE POSITION REQUIRES SPECIALIZED EXPERIENCE: Applicants must possess one full year of specialized experience equivalent to the GS-12 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: 1) Proficiency in the creation of research databases and descriptive analyses of analytical datasets using SAS (including macros, transposing, and arrays). 2) Expertise in communicating complex technical data, analytic, and research concepts orally and in writing. 3) Expertise evaluating research projects for data accuracy, clarity and proficiency, and reviewing research grants for feasibility regarding research data systems. 4) Expertise in reviewing Institutional Review Board (IRB) submissions for privacy and information security compliance. 5) Mastery of national data security policies and operating procedures; information technology regulations, policies and procedures regarding the handling, transporting and storage of research and clinical healthcare data and data analysis methodologies is required. Physical Requirements: The work is in a research office setting requiring walking, bending, standing, sitting, lifting, and some driving. The work is performed in an office atmosphere that is well-lit and climate controlled. Normal risks, discomforts, and safety precautions for a typical office are exercised.
