Riverside University Health System (RUHS) is an integrated health system delivering exceptional care to residents of Riverside County, through a network of skilled healthcare professionals. RUHS includes the 439-bed Medical Center in Moreno Valley accredited by the Joint Commission, 10 Federally Qualified Health Centers (FQHCs), specialty clinics, and the departments of Behavioral and Public Health. The RUHS-Medical Center is a Level II Trauma Center and provides high quality adult and pediatric acute care, emergency and trauma medical care, and specialized health services that include the Stroke Center and chronic disease management. The FQHCs, located throughout Riverside County, deliver comprehensive outpatient primary and preventive care. Community-based services for adults and children with mental health issues and substance abuse challenges are provided by the RUHS-Behavioral Health Department. Riverside University Health System (RUHS) is seeking a qualified individual to fill an Administrative Services Analyst I/II vacancy at the Arlington Campus in Riverside. The Administrative Service Analyst will focus on the legal paperwork processes for patients in the Inpatient Treatment Facility. This includes preparing and reviewing legal documents and setting up court hearing as indicated for Conservatorship, Reise, Writ etc. Tracks legal holds and admission statuses of patients with mental illness and reports as indicated to the DOJ through Bureau of Firearms Mental Health Reporting System. Facilitates billing for reimbursement to the Bureau of Firearms for services rendered by RUHS.

Plans, coordinates, and conducts studies of administrative, operational facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, work flow and space utilization.
Develops reports and recommendations for appropriate action based on the analysis of gathered data.
Prepares or assists in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; reviews financial data on an on-going basis to ensure conformance with established guidelines; examines and makes recommendations for the transfer of funds.
Researches availability and applicability of grant funding; researches methods necessary for specific grant proposals; recommends and monitors procedures for grant implementation.
Upon request, develops and recommends policies and procedures; develops written procedures to clarify or describe standard practices; designs or improves forms to expedite procedures.
Coordinates the publication and dissemination of procedures; reviews present and pending legislation to determine effect on departmental operations and programs.
Participates in various meetings and presents and/or gathers data to assist management in making administrative and operational decisions.
Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in accounting, business or public administration, finance or a closely related field. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
One year of experience in an administrative, management, or staff capacity, which included responsibility for organizational analysis, development of administrative systems and procedures, and/or budgetary development and/or contract monitoring.
Principles of administration, organization, and management necessary to analyze and evaluate operations, services, and programs; principles and practices of fiscal management and/or budgetary control and/or contract monitoring.
Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures; interpret legislative and administrative mandates and regulations; establish and maintain effective working relationships with those contacted in course of work; communicate effectively in written and verbal form.
Experience with Microsoft Excel which includes creating spreadsheets, running/creating reports and creating graphs/charts
Experience working in a Psychiatric/Mental Health setting
Experience reviewing/updating policy and procedure
Experience assisting in the preparation of the budget
