The primary purpose of this position is to serve as a senior Information Tech Specialist
with responsibility for managing the voice systems base Local Area Network/Wide Area
Network including the.planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, maintenance testing, operational integrity.

Responsibilities
Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, and maintains LAN Operations. Installs, configures, and troubleshoots.
As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Performs feasibility studies to develop or modify complex information.
Keeps abreast of emerging technology to predict future network needs.
As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.
As senior Cyber technician, oversees the administration of the base voice systems.

The incumbent of this position must achieve the appropriate IA certification within six months of assignment. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes
IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 or above grade level which includes knowledge of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems and security plans and procedures consistent with existing or planned network infrastructures, Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining network programs. Due to the use of 90 day rosters, specialized experience may be obtained within 90 days of the closing of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 90 day rosters, time in grade may be obtained within 90 days of the closing of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and
approaches used in developing, testing, installing, operating, managing, and maintaining network
services that support functional requirements.
2. Knowledge of the network architecture, interrelationships, operating modes, configuration,
topology, and protocols typically found at base level.
3. Knowledge of network operating and maintenance, concepts and methods to troubleshoot network
problems.
4. Knowledge of complex configuration management techniques, and requirements appropriate to
managing base level network systems,
5. Ability to gather facts and use effective analytical and evaluative methods to assess
information, plan the sequence of actions necessary, make sound decisions, and solve a variety of
network problems; and to analyze component interrelationships and evaluate network systems and
computer applications from an operational perspective.
6. Ability to maintain an up-to-date awareness of technological advances and predict how management
can meet future requirements.
7. In-depth knowledge of software design principles, methods, approaches and IT applications
software concepts, principles, methods and practices.
8. Knowledge of complex systems software, including systems documentation, design development,
configuration management cost analysis, systems integration, and testing..
9. Knowledge of software programming languages such as HTML, JAVA, Power Shell, Unix and Visual
Basic.
!0. Ability to analyze organizational application software requirements, develop supportable
recommendations for enhancement, and design, write, code, debug, test and maintain applications.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
