Typical work assignments include:
Review chemical facility data and submissions along with CFATS evaluation material for quality assurance to ensure consistency in the application of methodology across processes;
Review security vulnerability assessments and security plans and providing advice on the satisfaction of cyber security measures against performance standards;
Advises managers on advances in cyber security processes, methods, techniques, systems, and devices.
Assist with studies to analyze the effectiveness of projects in order to recommend new efforts to improve program requirements; and
Conduct technical consultations with the CFATS regulated industry and provides guidance on cyber security requirements, measures, best practices and CFATS compliance.
Occasional travel - You may be expected to travel for this position.

To qualify for the Information Technology position you must meet the basic requirements and specialized experience as described below.
You qualify for the GS-09 grade level (starting salary $57,014) if you possess one of the following:
A. Have IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. My experience includes: gathering and coordinating cyber security requirements to evaluate measures against identified vulnerabilities; assisting companies with outlining cyber security measures; applying customer support principles, methods, and procedures to resolve unique cyber security problems; and presenting recommendations to management officials for program improvements. -OR-
B. Have a Master's or equivalent graduate degree or have successfully completed 2 full years of progressively higher level graduate education leading to a Master's degree in such fields as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
You qualify for the GS-11 grade level (starting salary $68,036) if you possess one of the following:
A. Have IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. My experience includes: gathering, coordinating, and analyzing cyber security requirements to evaluate measures against identified vulnerabilities; assisting companies with outlining cyber security measures; communicating requirements to ensure vulnerabilities are thwarted; applying customer support principles, methods, and procedures to resolve cyber security problems; and presenting recommendations to management officials for program improvements and process efficiencies. -OR-
B. Have a Ph.D or equivalent doctoral degree or successfully completed 3 full years of progressively higher level graduate education leading to a Ph.D. in such field as computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In addition to the above basic requirements you must also have one (1) year of specialized experience.
For the GS-09: Have one year of specialized experience equivalent to at least the GS-07 level in the Federal service monitoring the availability and functionality of networks and systems;and preparing draft cyber security standard operating procedures.
For the GS-11 : Have one year of specialized experience equivalent to at least the GS-09 level in the Federal service evaluating and monitoring the availability and functionality of networks and systems; providing guidance and recommendations to management officials on cyber best practices and enhancements; and preparing draft cyber security standard operating procedures.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide
valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
Qualifications Must Be Met
The qualification requirements listed above must be met by the closing date of this announcement.
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
