The Content Management group is responsible for designing and developing solutions to improve existing paper-based business workflow processes. This group has been tasked with gathering requirements and developing a new solution for the Office of Partnerships and Technology Transfer. This solution will be similar to an existing Partnership Agreement Tracking System “Closeout” process, which was developed using 3rd party software from Nintex for custom forms and workflow.
Scope of Work
The candidate will be required to gather and qualify technical requirements from the primary stakeholder (Office of Partnerships and Technology Transfer) and generate an overview of the proposed process in a decision/process map. The candidate must have strong business analyst skills, with a solid understanding of technical requirements gathering and process flow documentation. The candidate will work for the Content Management group to develop an architecture for the solution and help execute its development. They must have strong development skills in the SharePoint environment, specifically proficiency with Nintex Forms and Nintex Workflow development and strong visual studio development skills.

Term of contract
The contract will be a one-year base term with the option of one additional year. We seek an individual to provide these services.
- Business Analyst certification (CCBA, CBAP, AAC, CFLBA) or equivalent experience
- Knowledge of best practices in requirements gathering i.e. process mapping, interface analysis, decision trees, prototyping
- Proficiency in modern software development methodologies using Visual Studio
o SharePoint Client Object Model
o Workflow Custom Actions
o Visual Studio developed workflows for SharePoint
o Nintex Workflow Development
o HTML, JS and modern web development paradigms / frameworks
- Proven track record of developing workflow applications
- Good written and verbal communication skills
A subcontract will be awarded to that responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in this solicitation.
This is a best value source selection. Award shall be made to contractors who are deemed responsible; whose proposal conforms to the solicitation’s requirements and is judged to represent best value to FRA. The best value is represented by the most advantageous offer, price and other factors considered. Such offers may not necessarily be the proposals offering the lowest price or receiving the highest technical rating. Prospective offerors are advised that a proposal meeting solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated price offeror is determined to be most advantageous to FRA. FRA intends to award without discussions. Each contractor shall be evaluated relative to the following factors. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price.
Factor 1: Technical Background (see Technical Requirements for specifics). Describe candidates prior experience related to the necessary technical skills for the position.
Factor 2: Prior Experience in the field of Information Technology, with an emphasis on workflow administration and development. Provide relevant evidence of experience for similar projects as stated in the objectives in the Statement of Work.
Factor 3: Prior Experience in the Field: Provide relevant evidence of experience for the same or similar projects as stated in the objectives in the Statement of Work.
Factor 4: Past Performance: Provide relevant evidence of performing the same or similar projects as stated in the Statement of Work.

Pay: $18.00 - $25.00 per hour
