Position Summary

The Deputy General Manager – Human Resources (DGM-HR) is responsible for the leadership, planning, organization, operation and performance of the Human Resources Division. The DGM will be expected to lead by example and exhibit creativity and innovation in developing and implementing best practices for Human Resources programs that support GCRTA’s quest to become an employer of choice. Primary responsibilities will include recruitment, compensation, HRIS, benefits administration, labor & employee relations, training & development and occupational health. Fiscal responsibility includes oversight of budget for all HR areas. Strategic focus is on the development and enhancement of division strategic plans focused on the organization’s human resources and quality customer service.

Duties/Responsibilities

Primary responsibility is to provide leadership to the division of Human Resources (a team of approximately 50 employees) and lead the development of creative and innovative strategies to recruit, retain and develop a diverse workforce committed to providing safe, reliable, clean and courteous service.

Negotiates and signs labor contracts and other contracts with the assistance of the company’s legal counsel as appropriate.

Leads effective labor and employee relations programs to ensure that workforce strategies and policies align with GCRTA’s desire to be recognized as an employer of choice among our peers in the industry as well as among major employers in Northeast Ohio.

Responsible for human resources management systems to ensure the necessary decision support information is available to management and supervisory staff.

Serves as a member of GCRTA’s Executive Management Team and coordinates with other divisions on the implementation of the organization's long-range plans and strategic objectives. Makes recommendations and presentations to the Board of Trustees and/or CEO/General Manager on matters pertaining to Human Resources. Works with senior management to ensure that organizational infrastructure (systems, processes, measures) is aligned with key strategic objectives. Demonstrates leadership among peers by breaking down barriers, establishing agreement among the senior management team, and building support for common organizational directions.

Leads the implementation of compensation administration and employee benefit plans and programs to structure total rewards that support a diverse workforce.

Provide guidance, support and necessary resources for the enhancement of current recruitment and retention programs as part of a talent management strategy that supports GCRTA's vision as an employer of choice.

Directs employee development and training programs, including administrative, maintenance and transportation training to ensure the ongoing maintenance and enhancement of employee knowledge and skill levels.

Responsible for all financial management activities of the Human Resources Division and manages within approved budget (approx. $7M) to ensure cost-effective utilization and sound stewardship of financial resources.

Ensures compliance with all legal and regulatory requirements and consistency with Authority policies and guidelines.

Maintains liaisons with directors and officers and communicates regularly with internal customers and other industry members. Maintains a high level of efficiency and professionalism.

Job Requirements
Qualifications

Minimum requirements include a bachelor’s degree in Human Resources Management, Business Administration or related field. Master’s degree, MBA or JD preferred. Ten (10) years progressively responsible experience in human resources disciplines including employment, benefits administration, compensation, labor & employee relations and employee development & training is required. Ability to facilitate organizational change while establishing strong working relationships among senior management team is required. Ability to quickly evaluate and resolve problem situations is required, along with excellent written and oral communication skills.
