The starting wage range for this position is $55,000 - $73,625 annually DOE.

Position Summary
Under the direction of the Health I.T Manager, the Public Health Analyst provides clinical quality improvement subject matter expertise, training and technical assistance, project planning and implementation, and evaluation support for APCA projects. The Public Health Analyst is required to make decisions concerning research approach and methodology, conflicting or inconsistent data sets, analysis, and reporting conclusions. Decisions are based on objective analysis of data and research, as well as other forms of evidence. This position uses independent judgment to identify, collect, input, analyze, interpret, and report data relevant to the project.
Essential Duties and Responsibilities include the following:

Training and technical assistance

Develop, implement, and evaluate plans to address health center clinical quality improvement needs and meet defined outcomes

Network, build and maintain relationships with CHC staff, network partners and stakeholders to provide training and quality improvement for CHCs

Maintain and facilitate peer learning groups as appropriate
-
Attend trainings and conferences to maintain subject matter expertise, keep up on current trends and network as appropriate
-
Demonstrate expertise in clinical quality improvement while anticipating the need for T/TA activities

Provide technical assistance to health centers to support clinical quality improvement as needed or requested
Project planning and implementation

Plan, track, implement, and support reporting of assigned grant work plan or project deliverables

Establish and prioritize tasks and objectives in order to manage time and resources appropriately

Plan and organize Spring and Fall Summit content and other related events, anticipating the needs of Alaska health centers

Provide input on grant workplans and budgets to support health center needs, including recommending changes

Prepare reports on project activities for funders, leadership, and other stakeholders
Evaluation

Develop and implement quantitative and qualitative data collection, research, and analysis projects

Conduct literature reviews and environmental scans

Collect, manage, and conduct basic analysis of data from public and confidential sources, including pulling reports from platforms such as population health tools

Monitor project outcomes and recommend changes based on results

Conduct, or provide support for periodic surveys, interviews, or focus groups
Qualifications / Knowledge
Required
-
Bachelor’s Degree in a related area. Year for year education may be substituted for work experience.

At least two years of clinical quality improvement, project management, health education, evaluation, research, or other related experience.

Strong computer skills, including experience using MS Excel, web based survey software, and the ability to learn and navigate web based health information systems

Experience working on a team conducting evaluation activities
Preferred

Community health or public health experience

Master’s degree in a related area.

Travel Required
In-city travel by personal vehicle for meetings, tasks, and errands as needed. In-state travel may occur. Mileage is reimbursed per APCA policy.
Hours per Week
This is a full-time position, 40 hours/week. Generally, hours are 8:00 a.m. to 5:00 p.m.

Work Environment
