Kittitas County is divided into 3 Commissioner districts, each having approximately equal population and geographic size. The District is administered by a 3 member Board of Commissioners (the "Commission"). The 3 Commissioners reside on the Board and each represents a specific area of Kittitas County. Under the guidance of these elected Commissioners, the District continues to deliver affordable, dependable electricity to our service areas. The Commission establishes policy, approves plans, budgets and expenditures, and reviews the District's operations. The legal responsibilities and powers of the District, including the establishment of rates and charges for services rendered, are exercised through the Commission.
Job Summary:
The Assistant Controller is responsible for performing professional accounting functions and technical accounting oversight within the framework of District policies and procedures, generally accepted accounting principles (GAAP), applicable law, and high ethical standards. This role involves reporting accurate and timely financial information, maintaining compliance with applicable regulations, and supporting the District’s financial goals through detailed analysis and reporting. The ideal candidate will possess extensive knowledge of accounting principles, strong analytical skills, and the ability to handle complex financial tasks.
Job Duties and Responsibilities:
1. Facilitate accurate monthly and annual financial reporting in compliance with GAAP. Assist in creating annual financial report; calculate pension and OPEB liability and prepare fixed asset roll forward.
2. Provide necessary documentation and support during audits, including but not limited to annual financial statement audits by an independent auditor and bi-annual accountability audits by the State Auditor’s Office.
3. Monthly, reconcile detailed subsidiary ledger reports to the general ledger and review subsidiary ledger reconciliations provided by accounting and administrative staff, ensuring accuracy and completeness.
4. Prepare and review routine and complex journal entries to record activity and adjustments.
5. Support and train accounting staff and provide guidance in daily operations.
6. Ensure compliance with federal, state, and local regulations, including tax reporting and filing requirements. Prepare and file monthly excise tax, quarterly leasehold tax, and annual privilege tax with Department of Revenue.
7. Perform financial analysis to support decision-making processes. Provide insights and recommendations based on financial data.
8. Collaborate with various departments to provide financial information and support.
9. Update and maintain the Accounting Manual. Recommend revisions and additions to accounting procedures to enhance operational efficiency, maintain strong internal controls, and ensure compliance.
10. Perform monthly bank account reconciliations for all District bank accounts, ensuring accuracy and resolving any discrepancies.
11. Perform financial reconciliations for grants, reimbursables, and other funding sources. Accurately track, report, and comply with grant and reimbursement requirements.
12. Prepare reports for management as requested.
13. Stay informed of industry trends, best practices, and regulatory changes.
14. Implement Governmental Accounting Standards Board (GASB) standards for state and local governments.
15. Proactively seek opportunities to improve accounting processes and systems.
16. Contribute to a positive work environment and promote positive public relations.
17. Perform other duties as required and assigned.
Minimum Qualifications:
· Bachelor’s degree in accounting or related field.
· A minimum of five years of progressive accounting experience.
· CPA is preferred.

Introductory Period:
The person selected for this position shall be subject to an introductory period of six months.

Pay: $95,582.00 - $122,353.00 per year
