Position Title: Director of Youth, Families & Community Services

Department: Youth, Families & Community Services

Reports to: Executive Director

Position Overview:
Reporting to the Executive Director, the Director of Youth, Families and Community Services will administer all programs within this department. This includes School Age Programs-Out of School Time (OST) Intensive Prevention Services (IPS) Housing Counseling (HC), Zoning, and other program areas as determined by Executive Director. The Director of Youth and Family Services will be accountable for the results of the programs, included by not limited to, contract maintenance, compliance and revenue generation. The Director of Youth, Families & Community Services is a member of the Executive Team.

Duties and Responsibilities:
Contract Compliance

Develop and maintain systems to measure performance against established standards set by Department of Human Service (DHS), Department of Public Welfare (DPW), Public Health Management Corporation (PHMC), Pennsylvania Housing Finance Agency (PHFA) Division of Housing and Community Development (DHCD) and other potential program contracts.
Monitor performance according to agreed standards and communicate, advise, and assist managers according to performance levels.
Apply standards created by external bodies, and integrate within internal NSCA quality standards.
Report on NSCA performance standards versus internal and external standards.

Resources & Revenue Generation:
Identify additional resources/ funding in order to expand needed services to community and/or improve quality of programming.
Develop additional resources, partnerships, collaborations and make recommendation to Executive Director for consideration.
Develop proposals, programs, and budgets with input from the Fiscal department and Executive Director.

Quality Assurance

Develop yearly program performance goals in collaboration with staff and input from Board Committees.
Meet enrollment targets for all programs, improve quality of programs, and measure impact.
Manage program performance against agreed targets within policies, standards and scope of work.
Assist in establishing and implementing communication strategy for the improvement and awareness of quality issues across all programs.

Coordination:
Review program activities so that they integrate with requirements with funding and organizational requirements for contract compliance, quality programming and risk management.
Develop referral procedures across division programs that facilitate coordination of services to clients.
Coordinate the work activities of the Housing Counselors to qualify eligible owner occupants and prospective new home buyers for all available financing, including low-interest loans and grants.

Staff Development:
Assure all staff are trained in job related content, courses, and skill development.
Coordinate with departmental managers in order to understand all aspects and needs for staff training and development. Assure they are fully informed of staff training opportunities, and organizational development objectives.
Ensure that the staff implement professional development and trainings.
Evaluate the effectiveness of all staff development and training.

Zoning and Registered Community Organization

Lead and coordinate all Registered Community Organization (RCO) Committee activities and provide outreach and support regarding development and zoning in the neighborhood.
Coordinate community meetings to provide information and resources to encourage resident participation.
Lead the marketing and communications strategy for zoning (coordinate with departments to write content, post on website and social media).
Attend all zoning related meetings onsite and offsite.

Qualifications:
Minimum of a Master’s Degree in Human Services, Social Work, Business Administration, Project Management and/or related field.
Project Management Certification preferred.
Minimum of 5 years experience in multi-contract management.
3+ years supervisory experience, preferred.
Excellent verbal and written communication skills.
Demonstrated commitment to community development.
Organizational and/or project management skills.
Ability to lead and motivate others.
Ability and willingness to work evenings and weekends.
Knowledge of Federal, State and City contract processes and reporting.
Bilingual in Spanish/English, preferred.
