Client is unable to sponsor at this moment. Hence, they are looking for candidates who can work independently for any employer in US.
Once the candidate clears the initial phone screen, candidate must go to one of the nearest facility of the client for an in-person interview. In-person interview will involve technical discussions, written tests – one on the technology side and the other one on aptitude test.

WebSphere experience up to at least 7.0 (Client running 8.5 now)
Design experience if they are on the higher end of the rate
Longevity within their contracts of at least one 18-month stint in the past 4 years (ask when the last time they got extended was)
Be able to talk about their development in terms of how it effected the business
Newer technologies like AngularJS, NodeJS, etc.
CANDIDATES MUST HAVE:
Good background in Spring, Hibernate, and RESTful web services is an absolute must for G2.0.
G2.0 is the modernization project (complete re-write of our legacy applications).
The only acceptable balance would be having a background in 2 or the above 3 areas. If the candidate has Spring + Hibernate or Spring + REST, we can still consider interviewing.
If the candidate has no background in Spring, it would be very difficult for the person to come up to speed on G2.0 development even if the person has 20 years Java experience.
