Purchasing. The Contracts Administrator assists the Procurement office in oversight of the Institution's purchasing functions in compliance with the Department of Administrative Services (D.O.A.S.) - State of Georgia Procurement Manual, the O.C.G.A., and the Board of Regents University Systems of Georgia rules and guidelines for State Purchasing, and University policy.
Oversees every Agency Contract from award to close out; monitors overall spend and supplier performance; conducts contract resolution meetings with suppliers and departments.
Processes purchase orders, including reviewing quotes, terms and conditions, as needed.
Expedites and reconciles purchase orders; performs internal auditing.
Attends meetings to include pre-bid conferences, progress meetings, conflict resolutions, site visits and contract kick-off meetings.
Oversees and performs the contract renewal/rebid process meeting all deadlines.
Maintains the contract files including purchase orders, renewal documents and correspondence.
Resolves issues with fulfillment of orders, invoicing, and/or returns.
Provides assistance to Auditors from the State Accounting Office, D.O.A.S., Georgia Department of Audits and Accounts, University Systems of Georgia, and Georgia Southern University, when necessary.

Minimum Education Required:
Associate’s Degree or two years of post-secondary education; Georgia Certified Purchasing Associate certification (obtain certification within first 12 months of employment, if not certified)

Knowledge, Skills & Abilities:
Effective communication (verbal and written), organization and human relations skills; ability to work well in a diverse environment; proficiency with computer and Microsoft Office Applications software including word processing, spreadsheets, and databases; legally authorized to work in the United States; successful completion of background investigation prior to employment
