THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a ADMINISTRATIVE OFFICER, Position Description Number D1527000 and is part of the HI HQ HIANG, National Guard.

Responsibilities
SUMMARY OF DUTIES: The purpose of this position is to serve as the principal advisor to the Assistant Adjutant General and Adjutant General on a broad range of matters concerning the United States Air Force and Air National Guard. Incumbent serves as the state headquarters senior full-time officer responsible for a wide diversity of functions including logistics, information systems, manpower and personnel, public affairs, recruiting and retention, civil engineering, medical and state emergency response. Coordinates with Army National Guard and Joint Staff senior leadership on joint programs and activities within the state. Broad program responsibilities also include special Air National Guard programs or initiatives such as diversity, family support, employer support, and state partnership programs. Incumbent oversees the development, execution, and evaluation of programs and policies pertaining to the command, control, operation and management of the State Air National Guard.

Serves as the principal full-time representative and spokesperson of the Air National Guard senior leadership on the Adjutant General's joint Army/Air National Guard state headquarters staff. Also serves as the senior ANG manager of the major statewide programs conducted under the direction of the Adjutant General for the National Guard Bureau.
Advises on complex and sensitive issues in the areas of logistics, C4, manpower and personnel, strength management and other support functions related to mission operations.
Applies thorough and extensive knowledge of USAF/ANG organizational structures, missions, and objectives in the management of ANG mission programs.
Initiates contacts and maintains liaison with public officials, civic groups, other reserve component activities, unit advisors and staff representatives.
Develops and institutes force management plans and programs that insure the units meet future federal and state readiness and mission needs.
Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.
Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Qualifications

GENERAL EXPERIENCE : Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE : Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions. Experience preparing reports, plans, policies and various correspondence. Experience evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

OTHER REQUIREMENT : Must possess Secret or Top Secret security clearance.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected candidate must be assigned to a valid position in the unit of employment, and be assigned militarily in AFSC 30C0, 38FX or 97E0.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

h.
