Under minimal supervision, the Senior Business Information Technology (IT) Consultant consults in partnership with customers to identify and address areas of potential automation of business functions. The duties include identifying business requirements, conducting cost-benefit analyses that will be used for the procurement of information technology-based solutions, and making recommendations that meet the customer business objectives and support the County's strategic IT plan and architecture. This position typically reports to the Business Consulting and Project Services Manager.

This Senior Business Information Technology Consultant position, located at Valley Medical Center (VMC), primarily oversees the delivery of data-driven solutions in support of the clinical business operations of VMC. Those operations includes ambulatory, inpatient, rehab and therapies, perioperative, radiology, lab, pharmacy, behavioral health, custody, and clinical quality regulatory submissions. This position directly supervises a team of 10 developers, analysts, and consultants who leverage VMC's data in Epic to drive insight and deliver meaningful, actionable reporting that is executable, functional, and self-serviceable for end users. This is an essential activity that will help VMC in transforming our health care delivery model, i.e. evidence-based medicine and pay for performance.

Customer-facing consultant skills such as listening to requests, understanding objectives, identifying gaps and recommending solutions using proper data governance and best practice analytic solutions
Strong personnel management skills such as the ability to maximize staff productivity, train end users, and mentor staff analysts
Broad clinical healthcare domain knowledge
Exceptional analytical skills, data governance stewardship, and Enterprise Software Development Life Cycle discipline
A strong SQL background
Familiarity with the Healthcare Data Warehouses like Epic Clarity and Caboodle data models – Epic certifications are strongly desired
A working knowledge of an advanced visualization tool such as Tableau
Knowledge of architecture and systems integration
Knowledge of commercial or enterprise software development practices
This position has been designated as a specialized recruitment. In addition to meeting the employment standards, the selected candidate must also have experience performing and managing analytics/reporting in a Healthcare setting.
Typical Tasks
Identifies Information Services Department (ISD) internal and external customers and stakeholders;

Participates in a variety of customer meetings to provide IT support and expertise;

Meets with customer departments to discuss their business needs and IT problems; documents needs; suggests solutions and future directions to resolve business issues and to identify needed improvements;

Develops and implements customer survey plans that are used to determine if services are meeting customers' needs and to determine how services can be improved;

In association with the customer agency, defines customer business needs, alternative approaches, and cost-benefits to meet their automated needs;

Writes outlines and explanations of customer requirements, justifications for funding, cost-benefit analyses, and requests for proposal in order to obtain the required funding for new IT systems;

Identifies technological applications currently being used in one agency and recommends them, where appropriate, to other agencies with similar business needs;

Communicates customer needs to staff and management across divisions and departments that will be involved in projects to meet the customers' needs;

Develops implementation plans that align with and contribute to the attainment of the customer agency and ISD business goals;

Interacts with customer agencies to ensure that their information technology and equipment operate correctly;

Participates in the development of and advises management on strategy and technology deployment; Provides technical advice and recommends policies, procedures enhancements, and the acquisitions of hardware, software, and services;

Provides supervision or leadership and mentoring to Business IT Consultants: coordinates and reviews the work of others, trains and consults, provides input to or evaluates work performance, and facilitates problem solving;

Develops cost and budget analyses;

Performs other related duties as required.
Employment Standards
Note: Development of the required knowledge, skills and abilities is most typically obtained through training and experience equivalent to possession of a four-year degree in computer science, information systems, business or a closely related field.

  • AND -
Five (5) years of experience in the field of systems analysis, systems engineering, programming, data analysis, and/or database administration. One (1) of the five (5) years of experience must include project management and leadership/mentoring of staff.
