Responsible for planning, organizing and managing a project, or series of smaller projects or a definable piece of a larger program for successful completion and performance consistent with contractual agreements. Directs and supervises all support resources for the performance of project assignments and activities. Manages the technical direction of a project through the design, implementation, and testing in accordance with project objectives. Responsible for acquiring follow-on business associated with assigned projects and for supporting new business development by leading or assisting with proposals. Projects managed are typically of moderate technical complexity. The Agency Advocate provides strategic cyber security consulting support to in a trusted advisor role. The Agency Advocate will partner with key agency stakeholders to support the agency mission and cyber objectives by leveraging the DHS CDM Program to implement solutions built upon cyber security capabilities available under the CDM Program. The Agency Advocate will work to understand Agency cyber priorities and develop a plan for coordinating these priorities with CDM capability areas and program goals. While advancing the agencys objectives, the Agency Advocate will evangelize emerging CDM capabilities and work with to integrate these technologies with existing processes to solve the agency's cyber security challenges. The Agency Advocate will work with stakeholders to develop the agencys multi-year cyber road map. The Agency Advocates simultaneously collaborates with and ManTech project teams to ensure solutions deliver the intended benefits to the agency. The ideal candidate will possess a minimum of 5 years delivering consulting services to federal government clients in cyber security advisory, implementation or operations roles.

Responsibilities include, but are not limited to:
Establishing trusted advisor relationships with CISO, CIO and similar key decision makers
Strategic thinking, ability to plan and achieve long-term objectives
Developing and managing a pipeline of business opportunities
Providing enterprise-level architectural design and support to agency CIO/CISO/ISSO while providing internal direction around cyber security requirements
Providing subject matter expertise across a broad range of cyber security technologies
Listen to and translate Agency cyber priorities within CDM capability road map and requirements
Directing thought process around governance, security requirements, methodologies,techniques and tools used to reduce the agencys cyber security risk posture
Capable of providing both high level guidance and in-depth technical discussions around existing CDM toolsets and future capabilities of the CDM Dashboard
Providing direction and subject matter expertise to internal teams to implement CDM capabilities
Building and maintaining direct relationships across ManTechs project teams supporting CDM and Agency POCs

Position Requirements:
Business development: solid negotiation and persuasion skills
Experience using CRM systems to manage opportunities and customer communications
Minimum 7 years of experience leading design and engineering efforts for large IT implementations,especially related to multi-faceted cybersecurity projects
Strong understanding of industry best practices related to the implementation of cybersecurity tools, information security policy, NIST, and FISMA controls
Proven ability to translate system design concepts into implementation plans
Experience managing the deployment of enterprise-wide, COTS-based cyber security tools
Proven ability to work across internal service organizations to deliver enterprise cyber solutions
Experience balancing the demands of multiple clients simultaneously
Strong interpersonal, communications and collaboration skills
Excellent oral and written communication skills
Excellent presentation skills

Bachelor's degree
PMP certification or similar
ITIL v3 certification or similar
