General Summary: The Director oversees and leads the payroll, timesheet, tax, FMS compliance and accounting departments and function to ensure seamless processing of all provider payments and associated management of issues related to payroll, tax and accounting.
Essential Duties and Responsibilities:
Provides strategic leadership related to new technology and advancements for paying and providing FMS services to a remote, self-directed workforce.
Oversees the Financial Management Service (FMS) accounting function, which includes inter-company accounting, cash management/reconciliation, financial reporting, and audit support.
Accountable for ensuring that policies and procedures (internal controls) are in place to provide reasonable assurance that the company assets are protected.
Coordinates and oversees the System and Organization Controls (SOC) activities relative to internal controls documentation and testing and segregation of duties over financial reporting under Public Partnerships’ FMS products.
Provides technical accounting and tax guidance and support to all FMS contracts.
Ensures that FMS financial reports are prepared in compliance with policies and directives, and contractual reporting requirements.
Supervises the completion of Federal and State tax reporting requirements (including payroll and other local taxes), insurance reports and other reports required by government regulation as required under Public Partnerships FMS contracts. Also, assists Corporate Tax, Treasury and Risk departments with dealing with tax related issues and meeting reporting requirements.
Collaborates with IT to ensures that the financial system of record continues to operate as required. Involved in validating/designing suggested changes to ensure accounting requirements continue to be met.

Coordinates work relating to both internal and external audits in the periodic review of the company FMS financial records. Is further responsible for the implementation of agreed upon recommendations, related to areas of responsibility, resulting from the audit findings
Ensures that the payroll, timesheets, accounting and tax departments are staffed with qualified financial personnel capable of meeting the objectives and responsibilities, noted above.
Responsible for continued development of these associates.
Ability to effectively prioritize and manage multiple activity streams.
Ability to work effectively with all levels of management, communicating effectively and continuously with members of the Executive Leadership Team and Senior Leadership Team.
Ability to lead process improvement / efficiency initiatives.
Excellent organizational skills, verbal and written communication skills.
Proficiency in Microsoft applications, especially Excel, Access, SQL Server.
Education: Masters in Finance or Business Administration preferred.
Experience: 10+ years in Operations Leadership, Management/Senior Leader experience required; Experience in Financial Management Service industry preferred; Experience with AICPA SOC Reports preferred; Client Facing Sales Support preferred.
This position will be overseeing multiple offices across the US and travel will be requried.
