DESCRIPTION OF WORK
Performs technical placement activities for assigned areas, which includes advising managers of the most effective strategies for filling positions. Duties include but are not limited to providing candidate pools available through Neo-Gov job postings for both Non-Civil Service and Civil Service vacancies.
Analyzes job bids to determine eligibility. Researches candidates' employment history and reviews applications for minimum education and training to determine eligibility for promotion without examination, reinstatement, voluntary demotion, reassignment or lateral transfer in accordance with Civil Service and Non-Civil Service rules. Calculates seniority for contractual rights.
Reviews selection packages to ensure appropriate supporting documents have been submitted, eligible candidates were contacted and interviewed, the recommended candidate is legally appointable, reference checks were conducted, Equal Employment Review Certificate information is complete and accurate, above-the-minimum pay justification information is included, conducts necessary background check requirements, and conducts furlough clearance.
Interprets various manuals, Management Directives, AFSCME Agreement and Memorandum of Understanding, Civil Service and Non-Civil Service rules, policies, and procedures to advise Department managers and ensures that placement activity follows proper rules and regulations.
Answers telephone and in-person placement information requests from employees, applicants, and general public. Advises potential applicant of qualifications and procedures to obtain Commonwealth employment.
Attends meetings/trainings conducted by but not limited to the State Civil Service Commission, Office of Administration, and Bureau of Talent Acquisition.
As requested, participate in recruitment events providing job seekers with information on job opportunities with the Commonwealth as well as how to apply for Commonwealth employment.
Develops and presents a variety of formal training sessions, including training regarding placement, interviewing/personnel selection, and interviewing for candidates.
Acts as liaison with the State Civil Service Commission, Bureau of Talent Acquisition, Office of Administration, and various departmental managers to facilitate placement activities for the assigned program offices.
As needed in a back-up capacity, assists with the administration of the Winter and Summer seasonal program for the region. Reviews candidate's qualifications. Works with the CMO ensuring temporary vacancies are filled in a timely fashion and requests more candidates be sent when needed.
As needed in a back-up capacity, assists with the, assists with the coordination of the School to Employment Program (STEP) as assigned. Ensures that students are properly interviewed, supervisors obtain and maintain appropriate clearances as required, completes appropriate placement actions and coordinates in-processing. Coordinates with school to ensure proper attendance and performance by the students.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Must meet PA residency requirement
Minimum Experience and Training Requirements - One year of experience as a Human Resource Assistant 1; OR two years of clerical or other comparable experience, one year of which involved performance of limited technical duties in the field of human resource work; OR an equivalent combination of experience and training.
