This position is located in the District Department of Transportation, (DDOT), Transportation Operations Administration (TOA), Asset Management Division. The duties of this position are to manage the construction and administration of multiple roadway projects.
This position serves as a civil engineer responsible for the construction of roadway, sidewalk, and alley projects. He/she makes necessary determinations in the field regarding construction issues, coordinates contractor activities, guides contracts through a complex procurement process, facilitates coordination among many parties to include other agencies, utility companies, elected officials, the contractor, residents, etc., and schedules and leads progress meetings to discuss problems and exchange information about the project.
He/she also ensures work activities of contractors are performed in full conformance with the intent of contract documents, exercises responsibility for acceptance or rejection of materials provided and installed by contractors, determines acceptability of workmanship, confers with contractors during construction to prevent delays and control costs, ensures residents are properly notified of pending work, ensures traffic is properly and safely maintained, and manages consultant construction managers.
The candidate must be experienced with roadway construction, well organized, self-motivated, and technically sound. He/she must be able to resolve day-to-day construction related problems, be able give directions to and resolve disputes with contractors, consultants, and inspectors, be able to enforce quality control and ensure construction is completed to DC Standards & Specifications, have knowledge of the DDOT financial system related to construction projects, know how to administer a contract, have good communication skills written/verbal, be able to prepare cost estimates, be able to manage multiple, concurrent roadway projects, have knowledge of the American’s with Disabilities Act (ADA) requirements for roadway and sidewalk construction, and be able to work independently or with little guidance.
Must have expert knowledge of civil engineering theories, principles, practices and techniques, as well as pertinent laws, regulations, standards related to assigned projects for the oversight and management of programs, policies, and business practices used in initiating, designing, and management of engineering projects.
Must have expert knowledge of engineering standards, practices, policies, and guidelines in order to provide advice regarding options to higher level engineers and assist in major decisions regarding changes, progress and necessary negotiations. Must have knowledge of the physical sciences and mathematics underlying engineering and related specializations. Must have knowledge of OSHA safety requirements.
Must have ability to operate a variety of computer software programs, for things such as, word processing, email, presentations, spreadsheets, and utilizing web based applications. Must have ability to use a smartphone. May teach subordinates advanced techniques in software usage regarding project management and cost analysis.
Licensures, Certifications and other requirements
Valid licensure as a Professional Engineer (PE) within the District of Columbia is required upon hire and must be maintained. A valid driver's license with an acceptable driving record may be required for some positions.
Bachelor's Degree in Civil Engineering, Construction Management or other appropriately related fields.
At least four (4) years of engineering or construction related experience.
Time will be split between working in an office setting and in the field on construction sites. During field visits the incumbent must be able to safely move around a construction site, which involves horizontal and vertical travel on unfinished surfaces. He/she must be able to tolerate inclement weather conditions, loud noise, and dust.
Other Significant Factors
This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.
The position has been deemed security-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
