The primary purpose of the Manager, MMS position is to plan, direct, and coordinate the operations of the Asset Control, Inventory Management, and Finance, Operations Support or Logistics section of Materials Management Services. Develop short and long range strategic operational objectives to enhance the effectiveness of Materials Management that align with the organizations strategic plan. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources. This position is responsible for collaborating with other supply chain operational areas to design and implement creative solutions to supply chain issues and systems; develop communication plan to provide information to customers, as necessary, regarding departmental operational changes; ensure current and continued compliance with all regulatory requirements, policies and procedures both internally and externally to the Institution; and train, manage, coach and counsel team, as needed. The Manager of MMS is responsible to assume departmental on-call coverage to include weekends/holidays, and effectively manage assigned projects from initiation to implementation and participate on projects and/or committees, as required.

Key Functions

Administrative Management/training: Responsible for day-to-day operations for section/area including personnel administration, procurement and/or requisitioning, interviewing, training, counseling and disciplinary action. Prepares and conducts periodic and annual performance reviews for assigned personnel. (30%)

Monitor employee attendance (including unauthorized overtime, tardiness, absences, and no lunch) and clocking patterns (failure to clock in/out) via the Kronos log.

Performs routine QI to determine personnel competencies and operational efficiencies. Enforces policies, rules, and procedures within Materials Management Services.

Assumes varied administrative and management responsibilities, including budgetary control. Issues instructions and guidance, and takes corrective action where necessary.

Responsible for departmental orientation and in-service training of charge and staff personnel; monitors progress of the employees; ensures that an adequate number of trained staff are available.

Determines the training needs for assigned section/area; monitors progress of the staff and ensures that an adequate number of trained staff is available.

Also, evidence of testing is maintained to ensure employee has received adequate training which will satisfy the requirement of the Institutional policies and procedures.
Perform internal control reviews on institutional and Materials Management Services processes and charging both existing and those in development, and determine specific weaknesses/opportunities, as well as evaluate the operating effectiveness of defined controls to ensure they are working and utilized as intended.

Provides accurate and timely information and recommendations for operational efficiencies, profit improvement and inventory management.

Performs root cause analysis, which will involve changing established policies and procedures across the organization to mitigate inventory risks of loss, shrinkage, and waste.

Establish and implement departmental policies, goals, objectives, and procedures, collaborating with other members of the leadership group, institutional policy, and staff members as necessary.

Manage staff, preparing work schedules and assigning specific duties.

Compiles and prepares reports with regard to inventory, productivity, and personnel

Conducts routine environmental rounds both inside and outside of the department to identify operational inconsistencies and safety violations.

Address issues that relate to department maintenance and upkeep. Report needed repairs to appropriate department. Maintains environment in assigned area in compliance with hospital standards and accrediting agencies.

Provides weekly status reports on ongoing projects, environmental rounds and staffing concerns.

Exhibits excellent customer service with internal and external customers and interacts with customers to identify concerns and effect resolutions

Serve as liaison between assigned areas and other support services (i.e. Facility Services, Clinical Engineering, TMC Laundry, Prime Distributors)

Effectively manage assigned projects from initiation to implementation and participate on projects and/or committees, as required.

Work with the SR Administrative Assistant to ensure compliance with all HR policies. Provide guidance for timekeeping function of the department, performance management, staffing, recruiting, training and development disciplinary actions and terminations.

2. Operational: Provide overall leadership and direction of the daily operations of inbound receiving, on/off-site patient care and research supply inventory, management of distributed stocking locations (PARS) for nursing and ancillary areas, linen and equipment management of patient durable medical equipment. (40%)

Enforces departmental and institutional policies and procedures.

Meets required deadlines and provide critical support to critical job areas under one's supervision. Ensures that proper policies and procedures are accurately followed.

Perform all analytics necessary to support business decisions, identify opportunities and evaluate performance of systems and processes. Position will be heavily focused on the effectiveness of analytics produced.

Performs direct supervision and management functions within assigned area to include space planning, personnel management, performance monitoring, staffing, recruiting, training, development and scheduling of resources.

Participates in preparing and conducting of inventory of supplies, PAR Management, linen and equipment

As Manager of the department, this person is responsible to assume departmental on-call coverage to include weekends/holidays as scheduled.

Effectively manage assigned projects from initiation to implementation and participate on projects and/or committees, as required.

This position is responsible for collaborating with other supply chain operational areas to design and implement creative solutions to supply chain issues and systems; develop communication plans to provide information to customers, as necessary, regarding departmental operational changes; ensure current and continued compliance with all regulatory requirements, policies and procedures both internally and externally to the Institution.

Performs root cause analysis, which will involve changing established policies and procedures with concentration on process with a focus on the financial flow of information/actions.

Exhibits excellent customer service with internal and external customers and interacts with customers to identify concerns and effect resolutions.

3.Statistics Support – Provide operational information to plan, direct, and coordinate the functions and operations of the Asset Control, Receiving, PARs/Inventory/Linen/Equipment and offsite locations. (30%)

This position is responsible to assume departmental on-call coverage to include weekends/holidays, and effectively manage assigned projects from initiation to implementation and participate on projects and/or committees, as required. This position will provide managerial support of the office operation.

Perform internal control reviews on processes and operations as requested by the director or leadership of Materials Management Services.

Performs performance/metric monitoring, trend analysis and reporting to recommend courses of action to address variances for targets or to revise them as required to meet regulatory compliance and customer expectations.

Performs analytics necessary to support business decisions, identify opportunities and evaluate performance of systems and processes. Position will focus heavily on the effectiveness of analytics produced and processes existing and those in development, and identify specific weaknesses/opportunities within the department.

Supports departmental requirements for reporting to QAPI and other institutional committees. Performs root cause analysis with Materials Management to mitigate risk, waste and quality loss and may at the direction of the director participate on "root cause analysis" teams within the institution.

REQUIREMENTS

EXPERIENCE:
Required:Five years of experience in inventory, logistics or a related field to include three years of supervisory/managerial experience

Preferred:Six years of progressive managerial experience with understanding of customer service, supply chain operations and business logistics functions for MDACC and/or company within the health care industry

EDUCATION:
Required: High school diploma or equivalent. May substitute years of required experience to include two years of team lead/supervisory experience.

Licenses and Other Requirements

APICS certification (Certified Supply Chain Professional) within 18 months of hire.
Possession of a valid Texas driver's license of the appropriate classification
