Directs and provides leadership to the Planning division operations and staff; Plans and implements division objectives and goals, and ensures work meets quality and regulatory standards; Directs the development and implementation of projects and activities, and coordinates with other divisions and departments
Serves as a member of the Leadership Team and Crisis Communication Team; Participates in executive level meetings including Board meetings; Participates and assists with facilitating various staff meetings
Develops and implements short and long range goals, objectives and projects regarding land acquisition, park master planning and capital improvements
Leads multi-year, districtwide initiatives including master planning, strategic planning and visioning as assigned by the Chief Executive Officer and Chief Operating Officer
Maintains effective communication with the Chief Executive Officer, Chief Operating Officer, Chief Ranger and Director of Marketing & Public Engagement regarding critical incidents and public safety issues
Manages various employee levels and makes major personnel decisions in consultation with Human Resources; Delegates job responsibilities, maintains effective organizational communications, and consistently follows sound management principles and practices; Carries out supervisory responsibilities in accordance with Great Parks’ policies and applicable laws; Plans, directs and evaluates performance of direct reports; Establishes priorities, performance requirements and professional development goals that align with Great Parks’ goals, objectives and initiatives; Regularly monitors performance and provides coaching for performance improvements and development; Responsible for hiring, compensation and other rewards to recognize performance; Responsible for administering disciplinary action up to and including termination in consultation with Human Resources
Oversees the development and presentation of the division budgets to the Budget Committee; Manages and approves division expenditures within the approved budget
Prepares division and districtwide reports for the Board, staff and public; Makes formal presentations and speaks before groups and the general public relating to Great Parks’ strategies and division related topics
Oversees the coordination of staff training and professional development in accordance with state certification requirements and division goals
Works in collaboration with Great Parks Forever Executive Director and Executive Committee to align its short and long term goals with Great Parks’ goals and mission; Attends and participates in executive level Great Parks Forever meetings including Board meetings, project meetings, donor meetings and event meetings with the Executive Director and Board executive committee
Works in collaboration with the Great Parks Forever Board President on the performance goals and annual performance review of its Executive Director
Serves on regional and statewide committees and boards, and participates in outside organizations to represent Great Parks and to keep informed of developments and trends in the parks and recreation field
Works with Planning Division Directors to assess the cost effectiveness, technical feasibility and implementation methods of proposed sustainability initiatives.
Oversees park district wide grant process including research, writing, application and management of grants, maintaining effective internal controls to ensure compliance with all regulatory requirements and maintaining reliable and accurate records
Monitors and reviews plans and strategies for public engagement, marketing materials, media and market driven research and reviews outcomes for consistency; Monitors strategies for partnerships and sponsorships
Promotes high level administration and management of the park district’s technology infrastructure including networking, security, database systems, GIS and POS, including recommendations in processes and applications
Performs job duties in accordance with Great Parks of Hamilton County’s policies, procedures, and performance expectations
Maintains confidentiality of confidential and sensitive information
Works assigned schedule, exhibits regular and punctual attendance and works outside of normal schedule as required
OTHER DUTIES AND RESPONSIBILITIES
Completes special projects assigned by the Chief Executive Officer and Chief Operating Officer
Utilizes and promotes environmentally sustainable practices and processes
Performs other job duties as assigned

Great Parks of Hamilton County is accepting applications for the position of Chief of Planning. The Chief of Planning directs and provides leadership to the Planning division. This position maintains responsibility for planning, developing, administering and achieving division goals and objectives, and providing leadership and coordination of work and services in accordance with Great Parks’ master plan, strategic plan, policies and requirements. The Chief of Planning also serves as a trusted advisor to the Chief Executive Officer and Chief Operating Officer.
Great Parks of Hamilton County is a separate political subdivision established under Ohio Revised Code Section 1545. Great Parks preserves and protects more than 17,500 acres of greenspace including 21 parks and nature preserves throughout Hamilton County. Its 2018 budget is $40MM including the General Fund, an Internal Service Fund and Special Revenue Funds. Great Parks has a 1 mil general operating levy passed in 2016 for a 10 year period. Taxes account for 55% and the remaining 45% is derived from earned revenue and grants. Great Parks self operates seven golf courses, four campgrounds, four major fishing lakes with harbors, boathouses, reservable shelters and lodges, making it a leader among Ohio park districts and the Mid-west in terms of self-generated revenues and cost recovery. This position is based in Winton Woods Park.

An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:
Bachelor’s degree in Planning, Landscape Architecture, Engineering, Architecture or related field and more than 10 years’ experience which evidences a comprehensive knowledge of park planning, land acquisition, general construction and administration.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
LICENSE OF CERTIFICATION REQUIREMENTS
State Motor Vehicle Operator’s License that meets GPHC current carrier guidelines.
Starting salary range for this position is between $75,455/yr-$113,183/yr, depending upon experience.
