The Department of Global Health was established in 2007, bridging the University of Washington Schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. The Department of Global Health has an outstanding opportunity for an Assistant Director of Finance and Operations. The Assistant Director is responsible for all financial activities of the Department administrative core and the core’s interactions with the Department’s various centers, programs, and initiatives (CPIs). This includes establishing and maintaining financial performance systems, and oversight of DGH state, gift, endowment, research and any other sources. In Fiscal Year 2016, the total annual revenue from all sources was $110.4 million.
The Assistant Director partners with the Director, Chair, Vice Chair, Department faculty and staff leadership, and multiple affiliate institutions on strategic planning initiatives, business pro-formas and financial planning to meet strategic goals. The Associate Administrator serves as the Department's comptroller ensuring compliance with federal government, state, university, and external sponsors. This position must exercise appropriate controls to ensure that policies and procedures are followed and that executive intent is achieved for disbursement of funding. This includes supervising the Extramural Funding Team (pre and post award financial management - with three members) and the Financial Operations Team (includes facilities an operations, purchasing, payroll, travel, budget forecasting and reconciliation, commitments, special projects, and other related financial activities - with five members.
The Assistant Director of Finance and Operations reports directly to the Department Director. The incumbent serves on selected University, School of Medicine and Department committees as the Director’s representative. The incumbent is expected to exercise independent judgment and discretion in work directly related to the financial and operational viability of programs and projects and to plan and present alternative solutions to gain and maintain equilibrium. The Associate Administrator leads independently in areas of primary responsibility with delegated decision-making authority from the Director to optimize the functionality and effectiveness of the CPIs. This requires that the Associate Administrator be skilled in all facets of Department management.
The Department of Global Health is seeking a highly organized individual who enjoys and has skills and experience in problem solving, process development and streamlining. We’re seeking someone who is interested in making an impact on a large and complex department. This individual must be committed to and have proven experience in developing and supporting diversity and inclusion in the work and learning environment.
Supervise and manage the Departments’ financial activities on a day-to-day basis including:
- Interpret policies and regulations concerning the Department’s financial activities; ensuring compliance with the University’s policies and procedures as well as guidelines from the federal government, state and other research project sponsors.
- Understand and appropriately utilize the multiple sources of income to the Department, including state-derived budgets, indirect cost recovery funds (ICR), federal grants, gift and endowed accounts, industry and other sponsored grants, contracts and agreements.
- Translate Department objectives into financial assumptions for short-term and/or long-term planning.
- Project Department revenue and expenses, and develop budget models to guide individual faculty members, Centers, Programs and Institutes, and/or the Department.
- Working with senior Departmental leadership, prioritize activities in line with the Department’s financial goals, negotiating or assigning resource allocation and supporting work teams to achieve revenue/expense objectives.
- Compile, interpret and communicate financial information to various audiences, including the Department leadership, the faculty, stakeholders within the two schools and other external stakeholders, as appropriate.
- Analyze and control budget variances to ensure prudent fiscal management.
- Design and monitor systems of measurement and internal controls to safeguard assets and resources, and to satisfy auditing requirements.
- Working with senior leadership to assist in Department development activities; help identify, develop and cultivate potential and current sponsors, donors, and other sources of gift revenue.
- Plan, organize and manage the Department’s financial support operation, including the planning, budgeting and accounting functions.
- Develop and implement appropriate internal controls
- Assign, direct and review the work of staff who maintain Department budgets/accounts.
- Ensure appropriate University policies and procedures for extramural funding proposals and expending, payroll, purchasing, travel requests and reimbursements.
- Oversee Department-level liaison functions with the various UW business offices including Financial Management, Student Fiscal Services, Payroll, Procurement, Tax Office, Travel, UW IT, Records Management, Internal Audit, Office of Sponsored Projects, Grant and Contract Accounting, Management Accounting and Analysis, and any others.
- Manage and supervise the Extramural Funding and Operations Teams that currently support research proposals and budgets including reconciliation, payroll, purchasing, travel, equipment inventory, equipment insurance, facilities, operations, petty cash, clinical agreements, and training awards. Interview, hire, train, set goals and expectations, review and evaluate performance. Determine appropriate training and development and where necessary disciplinary action. Provide cross-training to ensure back-up systems are in place.
- Assess the need for additional resources, identifying the source of additional resources, to fit with a Department initiative or vision.
- Collect or assist in the collection of data, evaluation data, to initiate or assist in the initiation of a proposed new program or activity.
- Contribute to the organization and/or administration of faculty meetings, retreats, or other communications, decision-making or planning sessions.
- Represent Department Director at various meetings and on committees as requested or assigned.
- Provide expertise, consultation, and work products as requested with special projects and other duties as needed.
- Participate on School or Campus planning and implementation committees representing the Department’s needs
- Support remodeling projects including design, relocation, and coordination of the project.
- Hold accountability of compliance with all federal, state, and University regulatory standards and requirements.
- Conduct internal reviews for fiscal compliance and initiates corrective action where necessary.
- Ensure compliance with UW records management directives.
Bachelor's Degree in Business Administration, Health Care Administration, Accounting, or related field. This position requires 4-5 years of progressively increasing responsible positions within a large complex academic medicine department setting.
- Proven experience and demonstrated competence in providing full spectrum fiscal administration in higher education.
- Demonstrated acumen with administrative, financial, and problem-solving skills.
- Keen attention to detail and organizational skills.
- Advanced computer proficiency with spreadsheets, word processing and databases in a Windows environment.
- Ability to interpret and communicate to others complex policies and procedures.
- Proven leadership skills with supervisory experience to include experience in developing and supporting diversity and inclusion in the work and learning environment.
- Strong oral and written communication skills.
- Demonstrated experience working in large, highly structured environments.
- Ability to work independently with a high degree of reliability, accuracy and productivity.
- Ability to handle confidential information responsibly.
- Demonstrated ability to maintain harmonious working relationships and effectively address complex and sensitive administrative issues.
- Proven track record exercising discretion and independent judgment effectively in decision-making processes.
- Ability to work across multiple levels of an organization to achieve results.
- Proven experience working with teams and staff development.
- Demonstrated experience as a supervisor managing professional, technical and union¬ represented staff.
- Must demonstrate a high degree of initiative, operational efficiency, cost containment, and skilled human resource management.
- Ability to communicate complex financial information to stakeholders with various levels of accounting background so that they are able to understand and use the information.
- Master's degree in Business Administration.
- Experience within the University’s financial systems.
Equivalent education and/or experience may substitute for minimum requirements.
- The Associate Administrator must be periodically available early mornings and late evenings to accommodate worldwide time differences.
