DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Houston Health Department is seeking a highly qualified person to function as a senior liaison between Council, City departments, public interest groups and the general public within the community. The job functions are as follow:
Responds to, addresses, and resolves issues referred to the Director of the Houston Health Department. Negotiates solutions for areas of concerns.
Completes special projects as assigned, working on a wide variety of administrative, professional, management and community issues and problems of medium to high complexity.
Develops comprehensive partnerships that drive revenue growth and increase in resources for the department. Work closely with Houston Health Foundation to identify and communicate needs of HHD and build sponsorships that support HHD projects.
Conducts outreach and build and maintain relationships with potential funding partners such as managed care organizations, state and federal funding agencies and private foundations.
Cultivates and maintains long-term and strong working relationships with key stakeholders externally and internally including COH departments and elected officials.
Staffs Director for work related to intergovernmental relations.
DESCRIPTION OF WORKING CONDITIONS
The position is physically comfortable, the individual has discretion about walking, standing, etc.
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substituted for the experience requirement on a year-for-year basis.
Four (4) years of professional experience in community organizational work, resource and referral services, or a closely related field are required.
Professional experience related to the type of work to be performed may substituted for the education requirement on a year-for-year basis.
Valid Driver's License and compliance with the City of Houston policy on driving (AP 2-2)
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
Strong understanding of the intergovernmental relations. Experience with cultivating strategic relationships and partnerships. Excellent interpersonal skills.

None. However, the Department may administer a skills assessment test.

SPECIAL FUND POSITION
Grants and Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
