Summary
This Program Analyst position is in the Cooperative Studies Program of the VA Boston Healthcare System located at the Jamaica Plain Campus, MA. The Cooperative Studies Program (CSP) is a national clinical research program that oversees issues of research design, statistical analysis, bio-medical informatics and data management, as well as regulatory, technical, educational and administrative activities, for clinical, genomic and observational research projects.

Responsibilities
Some of the duties and responsibilities of this position include (but are not limited to the following):

Plans, initiates and conducts management studies by establishing meaningful performance metrics, organizational and program reviews, manpower surveys, and work measurement studies to determine the overall effectiveness of major quality management programs and conformity with accepted management doctrines and assigned mission.
Carries out studies and investigates the feasibility of alternate design approaches with a view to determining the best balanced solution, i.e., which will best satisfy the immediate needs, facilitate subsequent modification and conserve system resources.
Creates and presents analytical and statistical reports to support business execution and recommended changes using appropriate presentation tools.
Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives.
Develops and maintains procedures and protocol manuals, reviews data collection, subject recruitment, data collection, administration regarding participants and research approvals, database management.
Designs and produces analytical reports that are made available to a wide variety of constituents; including executive leadership, managers, and line administrative and clinical staff.
Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; for example, development and sustainment of the medical center's virtual control room of organizational performance measures.
Translates data into meaningful management information, and captures knowledge in the form of on-line workflow processes.
Produces analytics reports using SAS and SQL Server Reporting Service.
Designs and implements numerous data reporting systems for inputting and displaying data and tracking and monitoring performance results.
Performs other related duties as assigned.

Qualifications
In order to qualify for this position, you must possess at least ONE of the following minimum qualifications:
SPECIALIZED EXPERIENCE: Possess one year of specialized experience equivalent to the next lower grade level in federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specific qualifying specialized experience for this position (which should be documented on your resume) is: experience working in a research environment planning, initiating and conducting management of studies; capturing relevant data, setting benchmarks and recommending procedural and work flow improvements; recommending policy changes and procedural revisions; and understanding, creating and presenting analytical and statistical reports; OR
EDUCATION SUBSTITUTION: Do you possess a Ph.D. (or equivalent doctoral degree); OR three full years of progressively higher level graduate education leading to such a degree; OR a LL. B. or J.D. if related to this position as a Program Analyst. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE TO APPLICANTS: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. (TRANSCRIPTS REQUIRED - If you do not submit a copy of your transcript, your application may not be processed.); OR
COMBINATION: Possess equivalent combinations of experience and education as described above to fully meet the requirements of this position. (TRANSCRIPTS REQUIRED)
NOTE : This is a TERM appointment (not-to-exceed 2 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Additional information
Physical Requirements: The work is sedentary, being performed primarily in an office setting with occasional requirements to lift, bend, and carry books, supplies, and files. The individual will be required to be seated at a computer console for extended periods and be able to enter and review information displayed on a computer monitor.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
