Job-Specific Responsibilities

Position Overview:
The manager is accountable for creating a team that evangelize and enable strategic ITS organization behavioral changes. He/she leads efforts to develop a processes to facilitate the prioritization of the project backlog through the creation, evaluation and implementation of a mechanism to assist ITS functional leads with appropriately resourcing and prioritizing projects. The manager collaborates with the HUIT PMO, other HUIT PM teams, and leverages ITIL best practices, to establish common project language and processes across ITS. The manager gains insight to future project resourcing needs, by developing strong relationships with HUIT strategic leaders. This position also serves as the principal project manager for significant Campus and Core Network Services projects which are complex or have university wide impact. This position has full responsibility for ensuring the success of these projects.

Principal Duties and Responsibilities:
Lead Quarterly Planning Increment activities
Create a strategy for thinking about resource usage and assignments that assists ITS directors with operational and project staffing. Collaborate with HUIT PMO Capacity workgroup and ITS leads to raise visibility around resource loading
Participate in strategic planning and architecture planning sessions
Establish and manage a project pipeline process and prioritization mechanism for incoming project requests in support of the HUIT Vision but outside the ITS team.
Ensure ITS work pipeline (or backlog) includes a collaborative transition between innovative ideas and architectural design;and is understood by influencing and affected parties
Take a strategic view to upcoming efforts to with an eye toward preparing teams to implement long range plans

Operational Readiness:
Establish and document the process for ensure project hand off to Support Services, including help desk field services and walk-in center that is similar to the operation readiness process in place within ITS. Collaboration with the leads of the support services organizations and ITS department leads.
Conduct operational readiness sessions with responsible lead project manager
Ensure all follow up activities are completed as scheduled

Coach team
Ensure PMT is reporting status according to the needs of stakeholders:
Service NOW Project update twice monthly
Present project details/status at ITS Lead meetings, SLT, Customer, NAG
Create group status reports for ITS leads & managers
Ensure project management staff collaborates with functional leads to establish SMART deliverable milestones for HUIT and ITS Top projects (High and Medium priority projects) on a Quarterly basis
Develop and deliver executive level updates and briefings for senior leadership teams and groups
Establish and project KPIs (metrics that show progress toward strategic objectives)
Facilitate changes to the HUIT PMO reporting tool in support of ITS needs
Centralize reporting of all projects in ITS to use the HUIT PMO tools (including Construction projects)

Project Manage Campus and Core Network Projects:
Analyze and understand IT projects and create quantifiable, achievable project milestone deliverables on a quarterly basis in preparation for the ITS Leads Quarterly Planning Increments
Take a leadership role to resolve areas of disagreement between project stakeholders and manage necessary escalations to ensure full resolution of issues
Track and report status for each quarterly project milestone deliverable bi-monthly
Convene and manage various project related meetings at the workgroup, project team, stakeholder, executive sponsor and other levels as appropriate.
Collaborate with department leads on resource capacity planning

Typical Core Duties

Responsible for effective staff management, including hiring and orientation, training and development, workflow and performance management, and the promotion of an inclusive and innovative work environment
Responsible for project discovery
Oversee a portfolio of projects, ensuring resources, capacity and dependencies are managed for successful delivery
Occasionally expected to lead a project as a project manager
Identify, track, monitor and communicate project-related benefits, issues, scope changes, variances and contingencies that may arise during the implementation of IT projects, and that cannot be resolved by project team
Facilitate defining solutions with the appropriate stakeholders/customers
Design, develop and monitor effective processes and systems for projects
Evaluate and assess metrics and project/program effectiveness
Serve as a key resource for policies and procedures; may provide training to clients and staff
Leverage steering and executive committees for decision-making, change management, and communications
Collaborate with University-wide leadership to continuously improve processes, policies and procedures
Apply Harvard University’s IT technical standards and best practices
Strong motivation to understand user needs
Abide by and follow the Harvard University IT Code of Conduct

Basic Qualifications

Minimum of seven years’ post-secondary education and/or relevant work experience
Demonstrated cross-functional project leadership experience
Supervisory experience

Additional Qualifications

BS/B in engineering or computer science, desirable
IT business experience, managing projects in an Infrastructure service environment
Experience in a leadership role within a technology service environment
Demonstrated ability to manage multiple simultaneous complex projects
Project Management Certification (PMP), ITIL and Agile certification or relevant training
Ability to synthesize business issues into technology solutions, and to develop and maintain highly effective relationships as a leader, a trusted advisor and consultant
Knowledge of system develop lifecycle.
Experience working in the higher ed environment or a decentralized environment
Excellent writing, interpersonal and presentation skills
Working knowledge in use of Microsoft Project or other useful project tracking and management software

Certificates and Licenses

Completion of Harvard IT Academy Project Management Foundations course (or external equivalent) preferred
PMP or other relevant certification and experience preferred, e.g., Scrum Master
